Aug. 2, 2000 Land Use Committee Minutes

North County Governmental Center Community Room

ATTENDING: Lois Rice, Edythe Frankel, Bruce Wright, Victoria Brombacher, David Gibson, Steven Cerny, Feliza Kepler, Gene Klein, Goldie Harrison

Committee structure - It was suggested that the group discuss the structure of the committee. Victoria agreed to chair, Lois to be the vice chair, and Bruce to be the secretary and record the minutes. Modified Robert's rules will be used for conducting meetings.

Meeting Schedule - Meetings were scheduled for the following dates: Aug. 9, 16, 24, 30, and Sept. 19. It was tentatively agreed to hold future meetings on the third Tues. of each month.

Planning Commission members - Feliza will send a letter inviting the Hunter Mill District Planning Commissioner John Palatiello and the At-Large commissioners, Walter Alcorn, Laurie Frost Wilson and Ilryong Moon to future meetings.

Press release regarding formation of the land use committee - Supervisor Hudgins' office will draft a press release announcing the formation of the interim land use committee.

St. Marks Special Exception - A long discussion was held to determine when to hold a public meeting on the St. Marks Special Exception. Supervisor Hudgins' office suggested a meeting on Aug. 9 but the committee felt that since we have not yet decided how best to conduct our business, it is premature to schedule the hearing so soon. It was deferred until Aug. 30. In the meantime the committee will determine procedures to be used during the public meetings. An announcement regarding the meeting will be drafted by Feliza and sent to the committee members for review. It will then be sent to the local press as a press release.

Public hearing vs. public meeting - The committee meetings with the public will be public meetings in which developers will present their development plans and interested citizens will voice their opinions in an informal setting. Public hearings imply a more formal structure and that term will not be used. The Mason District Land Use Committee holds public meetings 4 weeks before the case is scheduled to appear before the Planning Commission, and the hold a decision meeting 2 weeks before the Planning Commission meeting. The committee also discussed whether or not to hold public meetings on every case to be reviewed. There was no consensus reached.

Budget - Victoria asked Goldie if the committee has a budget for copying documents, mailing out press releases and notices of meetings, etc. Goldie will find out and let the committee know.

Mission of the committee - There was a long discussion regarding the mission of the committee and what will be the final outcome of our meetings. Supervisor Hudgins would like the committee to increase public participation in the land use process. Feliza also attends the meetings of the subcommittee that is discussing procedures to be used for the final land use committee and she will coordinate those discussions with our decisions regarding processes to be followed.

Dulles Suburban Center Planning District, Land Unit A properties - Lois passed out information regarding 3 properties within Land Unit A of the Dulles Suburban Center (see The Comprehensive Plan for Fairfax County, Virginia, Area III, Planning Districts: Bull Run, Dulles Suburban Center, Fairfax Center Area, Pohick, and Upper Potomac, p. 154). Due to lack of time, there was very little discussion of the cases. It was suggested that Elizabeth Baker of Walsh, Colucci, Stackhouse, Emrich & Lubeley attend the Aug. 9 meeting to present an overview of the Dulles Station site.

Upper Potomac Planning District, Land Unit B (Greg-Roy consolidation, see p. 421 of above referenced Comprehensive Plan) - Lois passed out information on the Greg-Roy Consolidation. there was very little discussion due to lack of time.

It was suggested that the committee members receive copies of the Fairfax County Comprehensive Plan (as referenced above).

The meeting was adjourned at 10:20 p.m.
