May 15, 2001 Land Use Committee Minutes

North County Governmental Center

Attendees: Committee members - Steven Cerny, David Gibson, Elliot Eder, Arthur Hill, Feliza Kepler, Steve Briglia, Bruce Wright, Chris Jaeschke, Bob Poppe, Sarah Newman, and Ingerid Refour.

Other attendees: Goldie Harrison, Supervisor Hudgins' office.

The meeting was called to order at 7:40 by Ms. Kepler.

Hunter Mill Road/Sunset Hills/Dulles Toll Road Intersection - After introductions Ms. Kepler asked the group if there was a desire to submit a recommendation to VDOT regarding the selection of alignments for the Hunter Mill Road/Sunset Hills/Dulles Toll Road intersection. VDOT will hold a meeting on June 14 to present 3 final options from the list of 12. VDOT has received many letters from the community regarding the various alignments and Mr. Eder asked if the committee could have access to the letters to understand the citizen concerns and preferences. Ms. Kepler will see if that is possible.

The discussion was continued later in the meeting and it was decided that Ms. Kepler will draft a recommendation and will send it to the group for concurrence, with the goal of sending it to VDOT before the June 14 meeting. She will also send a URL with information about the project, along with the briefing paper, to the new members. Mr. Gibson noted that an origin/destination study had not been conducted and wanted to suggest that VDOT include such a study in their evaluation of the options.

Area Plan Review Task Force - Some members of the committee will be asked to serve on the task force. Nominations are being developed now.

Summary of May 1 meeting - Mr. Wright attempted to summarize the presentations at the first meeting of the committee, with assistance from Mr. Jaeschke. Refer to the minutes from the May 1 meeting.

Application Review Procedures - Ms. Kepler gave an overview of the procedures to be followed by the group when reviewing applications. Supervisor Hudgins will recommend to applicants that they contact the committee chair to begin the review process. Case managers will be assigned to each case. The case manager is responsible for contacting the applicant and making sure that the appropriate materials about the case are sent by the applicant to each committee member. Where possible these materials will be sent electronically. A recommendation form is included in the document entitled Establishment of Hunter Mill Land Use Committee (HMLUC) that is located on the Hunter Mill web site at: http://www.fairfaxcounty.gov/huntermill/hmluc0501.html.

Mr. Eder asked if there is a pattern to when applications are received and asked about approximate numbers of applications expected. Ms. Kepler stated that it mostly depends on the state of the economy. The previous committee heard 12 applications in 8 months. There are currently 3 applications awaiting review. Ms. Harrison passed out a summary of the 3 cases.

Mr. Briglia asked whether the committee will review developments that don't require hearings before the Planning Commission. The committee will not review by-right developments, those developments that are allowed under the current zoning. Board of Zoning Appeal cases will also not be reviewed.

Ms. Newman noted that it is important that the committee have access to information about developments in areas surrounding the applications that are reviewed so that a more holistic approach can be taken. The best approach is to ask the staff planner about known cases in the area. Copies of plans for surrounding areas will be located in the Supervisor's office if they have already been submitted. Contact Ms. Harrison to review them.

Mr. Cerny will attempt to schedule the Pomeroy application presentation at the June 19 meeting.

Transportation/Land Use Coordination - Mr. Jaeschke suggested that the committee contact either Kathy Ichter or Bob Moore of Fairfax County to find out the status of transportation projects in the district. Ms. Harrison suggested that the committee work through Mary Ann Tsai.

Mr. Briglia moved that the committee adjourn, Mr. Jaeschke seconded the motion. The meeting was adjourned at approximately 9:20 p.m.
