2232-H02-21, Sprint PCS
Jim Michal of Jackson Campbell discussed the proposed 84 foot telecommunications pole proposed for the Frying Pan Fire Station at 2660 West Ox Road. The planning commission hearing is scheduled for December 12. Mr. Michal noted that the state historical commission did not object to the proposed pole. Planning Commissioner de la Fe stated that he had contacted Gwen Minton of the Park Authority Board regarding objections to the pole at Frying Pan Park. She stated that there were objections raised by the surrounding community members.
Questions
Q. Can other carriers use the pole for their equipment? A. Yes, although some carriers use different frequencies.
Q. How many new users will be provided service by the pole? A. Not sure. Users affected will be those in the surrounding community and those traveling through.
Mr. Kennedy noted that the fire station does not receive a direct benefit from the revenue generated by the pole. He also stated that he discussed the issue with some community members and noted that there was opposition to the pole.
Q. Why is the pole 84 feet? A. Radio frequency engineers model the surrounding terrain and obstructions and determine the ideal height.
Mr. Michal mentioned that there is a pole located in Mason District Park. Local opponents of that facility worked with Sprint to approach the park and seek approval. Funds generated from the pole are returned to the park.
Q. Why was only County property sought for the location? A. It is the most appropriate location for the facility.
Ms. Newman noted that there is significant local opposition. Mr. Gilmore, a local resident, agreed that there is local opposition.
Motion - Mr. Kennedy moved that the committee recommend approval of the application. Mr. Cerny offered a second. After discussion the committee voted 4 yes and 4 no. The motion failed.
CSP-C-696, Crimson Partners
Elizabeth Baker of Walsh Colucci and Greg Hamm of Crimson Partners presented the sign plan for the Dulles Station development. The application is scheduled to be presented to the Planning Commission on Nov. 3, although it will probably be deferred to a later date. The design firm RTKL prepared the plan. A copy of the plan was sent to committee members and discussed by Ms. Baker.
Questions
Q. How will visitors know that there are retail stores in the development. A. There will be brand signs at the entrance on Fox Mill Road.
Q. Will the light from the signs shine into residential units? A. No, since they are at a different height.
RZ/FDP 2002-HM-035, Peterson/Lincoln
Ms. Baker gave an overview of the application, which is also referred to by the name Coppermine. Several parcels of land will be combined for this development. The proposal is to change the zoning from C-3, I-4 and PDC to PDH-12. Of the total 56.3` acres, it is proposed that 15.1 acres be dedicated to the Park Authority for passive recreation and 14.6 acres to the School Board, to address the current shortage of public facilities in this area.
At one point, a building was started on what was known as the River Birch property, but that building was abandoned. The Merry Brook runs through the properties. There are 348 multi-family and 304 townhouse units proposed.
RZ/FDP 2002-HM-024, Engle Homes
Lynn Strobel of Walsh Colucci ave an overview of the application. The property consists of 2.7 acres on Frying Pan Road at Fox Mill Road. Current zoning is R-1, proposed zoning is PDH-8. The Planning Commission date is Dec. 11. Denise Thomas is the County staff contact. Sixteen town homes are proposed. There is a large amount of fill material on the site from previous dumping. A housing trust contribution will be made. An onsite and a section of offsite sidewalk will be built, to connect to existing sidewalk. A retaining wall will be placed at the limit of construction. The environmental quality corridor (EQC) will be restored. Approximately 160 additional vehicle trips per day will be generated.
Mr. Russo passed out a handout containing a list of homeowners that he represents. . He commented that there is considerable vegetation and wildlife on this site despite the large amount of fill material. There is a steep incline from the creek to the retaining wall. Mr. Russo and some of his neighbors prefer a lower density, such as PDH-3. Ms. Strobel stated that the developer is willing to provide a pedestrian connection to the communities behind this development.
The committee will be able to walk the site with the applicant on Saturday, Nov. 9.
Dulles Center LLC
Ms. Strobel also presented a future application to the committee. The site, known as the Launders property, is located at the NW corner of the Centreville Road/Coppermine Road intersection. The proposal is to change the zoning from R-1 and I-4 to PDC. The proposed use is a retail center with a hotel. There will be restaurants, and retail stores with surface and underground parking.
Meeting Minutes
Mr. Wright moved that the committee approve the minutes from the September 11 meeting. Mr. Hill seconded the motion and it was approved with 2 abstentions.
