January 18, 2005 Land Use Committee Minutes

North County Governmental Center Community Room

Summary of Meeting:

SEA 79-C-007-4, PCA 92-H-033 - Geneva Enterprises, Inc. Rosenthal Jaguar/Land Rover, Route 7 and Spring Hill Road – Committee voted to recommend approval of the application contingent on resolution of issues raised in Staff Report.

Call to order at 7:40 p.m.

SEA 79-C-007-4, PCA 92-H-033 - Geneva Enterprises, Inc. Rosenthal Jaguar/Land Rover, Route 7 and Spring Hill Road Mr. Yates noted that since the last meeting, he has been working with staff on the proposed proffers. The land is owned by a real estate investment trust (REIT), and the development conditions and proffers are unacceptable to the landlord. The dedication of land to the County for future Metro access on the Route 7 frontage of the parcel, and land on the back 2 acres of the parcel for the future connector road (70 foot ROW) were the conditions that were unacceptable to the owner.

The entrance that Mr. Wright thought was to be used is the incorrect entrance. It is located further to the south. Only one of the two large oak trees will need to be removed. One of the development conditions recommended by staff is that the south entrance be closed so that the test track is not split by the entrance.

The trail requirement on Route 7 is still valid and a waiver will probably be requested.

There was discussion of the collector road. It was not addressed during the Moore Cadillac application.

Commissioner De la Fe regarding the importance of the Metro dedication: Lerner, Marriot, HBL and others have all dedicated land and it is a requirement for this application to move forward.

What is the net gain in the proposed number of parking spaces. 760 are on site today, 767 spaces will exist after the redevelopment. This includes 15 new service bays. The applicant wants to consolidate service that is now done in 3 different locations. The other two service bays are located north of Ruote 7. About 60,000 miles a year are put on cars making round trips of 3/4 mile between the 3 sites. This consolidation will greatly reduce local traffic. The applicant is confident that they can consolidate and close at least one of the satellites.

Currently there are 500 spaces of offsite parking are being used. Almost all dealers have offsite parking lots. The rule of thumb is that a dealer needs to stock 100 cars to sell 20.

The dealership owns two flatbed trucks with two drivers.

When might this issue be settled? The applicant should know this week after discussing this with staff and with the land owner.

The Planning Commission hearing is Feb. 3.

Motion : Mr. Psarakis moved for approval of the application. Ms. Newman seconded the motion with the comment that she wanted to clarify that the committee agrees with the recommendation that the entrance between the test track be closed, and that the dedications and reservations be accepted.

Mr. Wright noted is concern that an SUV test track is proposed in a relatively dense community.

The motion passed with 1 abstention, 4 for approval, 1 against.

December minutes - approved. 1 abstention.

Election of Officers - Mr. Wright nominated Ms. Frankel for the chair, seconded by Ms. White. The motion was unanimously approved.

Ms. Newman nominated Mr. Cerny for Vice Chair, Mr. Wright for Secretary. Approved unanimously.

Old Business – Mr. de la Fe noted that special exceptions for the Metro stations in the Dulles Corridor will be coming before the committee in the near future. Walter Alcorn will handle these as countywide applications. Since three of the stations are in Hunter Mill, the committee will review them.

The County Transportation Plan is being reviewed. The process will be different than in the past. There will not be formal nominations. On the County Web site, there is a place for taking comments. There will be information meetings in March and June/July. The transportation plan is on the Web. The closest meeting is at Marshall HS. See http://www.fairfaxcounty.gov/fcdot/transplanupdate.htm.

HBL will be appearing before the committee again. Mr. Psarakis will be the case manager.
