September 18, 2001 Land Use Committee Minutes

North County Governmental Center

Attendees: Committee members - Arthur Hill, Steve Briglia, Bruce Wright, Chris Jaeschke, Bob Poppe, Sarah Newman, Ingerid Refour, Edythe Frankel, Steve Cerny, and ??.

Other attendees: Goldie Harrison, Supervisor Hudgins' office, Mac Arnold, AAL Partnership.

Summary of meeting:

AAL Partnership, SEA 82-C-063 - A Special Exception Amendment to allow construction of an additional 2-story structure and an additional parking level on the existing 4-story parking structure at the HBL automobile dealership on Route 7 in Tysons Corner. Information only.


Call to Order - The meeting was called to order at 7:35 by Ms. Frankel.

Approval of Agenda - There were no comments on the agenda.

AAL Partnership, SEA 82-C-063 - Mr. Arnold provided an overview of the Special Exception Amendment to allow construction of an additional 2-story structure and an additional parking level on the existing 4-story parking structure at the HBL automobile dealership on Route 7 in Tysons Corner. There will be no changes to the front of the property. The 2-story addition will be located between the main building and the rear parking structure. Staff has commented on pedestrian circulation through the property, and the applicant plans a pedestrian walkway that will connect to adjacent e/w properties in near the center of the lot. Pedestrian access is important in this area with Bus Rapid Transit planned in the near future.

Questions from the committee:

What is located behind the parcel? A 3-story office building with structured parking.

There is an existing sidewalk in the front of the property, and in the past display vehicles have encroached on the sidewalk. This was reported to the management, but it continues to occur. Can the applicant give assurances that this will not continue? It will be mentioned to the manager.

Why is the 2-story building needed. It will be used for temporary storage of vehicles while they are being processed for service.

With the addition of the 2-story building, is additional parking required? Yes, that is why the additional parking level is needed. Approximately 60 spaces will be added, but about 20 will be lost due to new construction, so there will be a net gain of about 40 spaces.

Does the applicant have any shared parking agreements with adjacent properties? No.

Because of the persistent encroachment of vehicles onto the sidewalk, it might be necessary to use anchored wheel stops to prevent it.

How many additional vehicle trips will be generated? Don't know. Staff did not raise this issue.

Does the dealership provide a shuttle for customers? Don't know. This could reduce the traffic congestion for customers located nearby.

The applicant will return on Oct. 16 so that the committee can vote on a recommendation.

Approval of Minutes - Mr. Wright moved that the August 21, 2001 minutes be approved. Mr. Poppe stated that he did not receive the minutes. The motion passed with 3 abstentions. In the future Mr. Wright will try to provide the committee with a printed version of the minutes for review at the meeting.

New Business

Committee Vice Chair Election: Ms. Frankel noted that with the resignation of Ms. Kepler, the committee needs to elect a vice chair. Mr. Hill nominated Mr. Cerny. Mr. Wright seconded the motion. Mr. Cerny agreed and the vote was unanimous.

Recommendation Form: Ms. Refour asked for a copy of the Recommendation form. A copy is located in the Committee Charter document located on the Web at http://www.fairfaxcounty.gov/huntermill/lucommittee.html under the Committee Charter link.

Old Business

New Appointments to the Committee - Ms. Frankel asked Ms. Harrison if a decision had been made on finding replacement committee members for the two vacant positions. Ms. Harrison said that they should be in place by the Oct. meeting. Ms. Frankel asked to meet with the new members before the next meeting.

The Reston Crescent, SE 01-H-027 will be heard by the Reston Planning and Zoning Committee, so it was removed the schedule.

The meeting was adjourned at 8:15 p.m.
