Meeting was called to order at 7:35 p.m.
SEA 82-C-063-04, HBL, INC., PC 05/05/05, CM TBA (Information only):
Ms Snow explained that a Special Exception (SEA -C-063-3) currently governs the property. HBL is now applying to amend it by:
l. Providing a 1,150 sq.ft. drive-through car wash structure along the eastern property line to be used only by HBL employees to wash vehicles on site for service or new vehicles prior to delivery to customers.
2. Relocating garbage bins to area north of the car wash, including a fence with gates to limit the view of trash receptacles.
3. Removing existing aluminum building (currently used for car wash) at western property line to provide for four loading spaces, thus satisfying County requirement.
The Special Exception which currently governs the property was approved by Board of Supervisors in 2002 to make a one-story addition to the service building and a two-story addition to the parking structure. Most of the changes have been implemented and will continue to be made while this application is being reviewed by the County. Property, located on the south side of Leesburg Pike east of Westwood Center Drive, west of Spring Hill Rd, is zoned CK-7, permitting construction of a vehicle sale, rental and service establishment.
Hours of Operation: service and parts department open from 7:30 a.m. - midnight Monday - Friday and 9 a.m.-5 p.m. Saturday. Sales department open from 9 a.m.-9 p.m. Monday - Friday, 9 a.m. - 5 p.m. Saturday. Property is surrounded by non-residential on all sides, and Ms Snow suggested that the time limitation be eliminated. Existing trees, not over 6” caliper, have been overpruned and are not healthy. They will be replaced.
Mr. Gibson asked whether the oil/grease traps in the car wash could be better than 80% water reclamation; response was that it will be better than that. The above-ground gas tank currently adjacent to the existing car wash will remain there but has a concrete island.
Mrs. Kelleher inquired about interparcel access. Response was that a 4’ gravel access is provided along the eastern border, and a paved 6’ walk exists along the front of parcel. Ten feet ROW is reserved for dedication to BOA. All of these connections were approved with the Special Exception (SEA-C-063-3).
Mr. Cerny noted that Metro, which was going to run along the southwest side, will now be in the median.
No decision was made on the application, and applicant will be represented by Jenny Horvack at the May meeting.
New Business - RZ/FDP 2002-HM-043, SE 2002-HM-040, Launders property, CM Steve Cerny, Agent Elizabeth Baker, will be heard by this committee on May 17. It was suggested that a staff person appear at this meeting since the Planning Board will hear it June 2.
