July 20, 2004 Land Use Committee Minutes

North County Governmental Center Community Room

Summary of meeting:

RZ 2003-HM-046 Woodland Park East, Elizabeth Baker - A 47 acre site at Sunrise Valley Drive and Monroe Street. Proposed rezoning from Industrial-4 (I-4) to Planned Development Commercial (PDC). Committee recommended approval contingent on a positive recommendation from staff.

PCA 86-C-029-10, PCA 1996-HM-044, Dulles Corner, Elizabeth Baker - Dulles Corner is located between Route 28 and Sunrise Valley Drive at Coppermine Road. Currently zoned PDC, there are 33 acres all south of south of the stormwater pond. Several years ago applicant revised the office and hotel use layout. Seeking to change the mix of uses to office, some retail, and residential. Information only.

Other Attendees: Frank de la Fe (Planning Commissioner), Elizabeth Baker (Walsh, Colucci, Lubeley, Emrich, & Terpak), Jino Evans (Tishman Speyer Properties), Grant Ehat (JBG Rosenfeld Retail), Goldie Harrison (Hunter Mill District).

The meeting was called to order at 7:35 p.m.

RZ 2003-HM-046 Woodland Park East - Elizabeth Baker of Walsh Colucci gave an overview of changes to the application. The Planning Commission public hearing was deferred to Sept. 9. The staff report is due in mid August. Buildings 1, 2, 3, 4, 12, 13 are not changed. There is 212,000 sq. ft. of residential space and 145,000 sq. ft. of retail plus secondary office use (see proffer 6).

Staff wants the applicant to better define the public spaces between the commercial buildings. A trellis system is suggested in the plan for one courtyard between office buildings.

The applicant is also working with staff on the wording of a proffer regarding the grocery store. Staff is trying to ensure that the store will always be a grocery store. The applicant is unable to provide a guarantee due to the need to possibly sublet it by the grocery owner who wants to avoid leasing the space to another grocery store owner. It's possible that if there is not a grocery store the space would be divided into smaller spaces rather than to have another large big-box like store.

The applicant is making a $160,000 Park Authority contribution.

Re: Trip generation. There is an estimated 20% reduction under what would occur with what is allowed under current zoning. Money will be escrowed if a traffic signal is warranted. Applicant agreed to add wording regarding the installation of pedestrian heads, with noise activation and countdown lights.

Have they considered a pedestrian bridge? No, there is a signal and crossing at Monroe and Sunrise Valley Dr.

How does an organization reduce single occupancy vehicle trips by15%? A baseline is set, then it is assessed later in the future after use of various Transportation Demand Management methods. If the goal is not met, a penalty is assessed the developer and applied to the development for future transportation facilities.

In what order are the roads opened related to residential? The developer needs to ensure that people do not move into the residences without proper roads and sidewalks. Staff wants residential built concurrently with retail and commercial.

The ADU proffer is 5%. Why not 6.25? It is due to the building type as specified in the January amendment to ADU ordinance.

Where will the 8' asphalt trail be located? Just south of the DAAR. What about a pedestrian bridge across Monroe street? There are no plans for one.

Re: structures to the east that are being built, what about pedestrian connections? Currently one can use Sunrise Valley Dr and Monroe.

What about double turn lanes? They will be reviewed at the time of site plan, probably with a warrant study that will be submitted to VDOT.

Was public input obtained? Several surrounding communities were contacted and were receptive.

Mr. Wright moved that the committee recommend approval contingent on a positive staff recommendation, second by Mr. Arnsperger. Commissioner de la Fe - There is a strong need for a grocery store in this area. Unanimous approval.

PCA 86-C-029-10, PCA 1996-HM-044, Dulles Corner, Elizabeth Baker presented an overview of changes to the application. Information only, this was the second of three planned appearances before the committee. There will be a dedication of 2 parcels of land to the Fairfax County Park Authority; one 90-foot lighted field and one triangular parcel on the south. Very few residential units would be affected by lights from the ball field.

The Planning Commission hearing is on Sept. 29 and the applicant will return in September.

Ms. Baker provided a handout of school generation rates.

Another handout was provided, the Trip Generation Analysis: Estimated traffic is reduced by 27% AM peak and 29% PM peak.

The applicant will build a noise wall near the ball field to block Rt 28 traffic.

Concern was expressed re: commercial traffic entering the site between two residential buildings. Parking is anticipated along the entrance road which should slow traffic as well. The roads will be private and the speed limit will be posted as appropriate.

What will be the height of residential buildings? 4 story with a height from ground to roof of approximately 55 feet.

What is the construction type? More brick and less of a suburban look.

Proffers allow ground floor retail but applicant doesn't expect it. There will be some retail at the corners.

Where is the closest grocery store? The Clock tower plaza at Centreville Rd and Sunrise Valley Dr.

Will there be a traffic light at the entrance? There is money proffered (proffer 6) for a light if warranted.

Where is the fuel tank farm? It is across Route 28.

The applicant has a proffer to notify future occupants of the potential noise from Dulles Airport. The airport noise contour at the site 60 dba vs. 65 dba for traffic.

How can you ensure that the ballfield will be lighted? Proffer states that future residents will not object to the fields. The Park Authority will have a public hearing before the lights go up.

Will the developer build the trail along Route 28? No, it is anticipated that it will be built by VDOT.

Applicant will return for the September meeting.

June minutes were approved.

Old Business

GIS demo - It is planned for the September meeting at 7:00. It will likely extend beyond the normal start time of 7:30 p.m., so the first applicant presentation will likely be delayed to 8:00.

Comment from Mr. Arnsperger - He was glad that an applicant finally provided the requested transportation and school statistics. It is very important to the committee to allow us to make a decision based on critical facts.

The committee adjourned at 8:45 p.m.
