SEA 79-C-007-4, PCA 92-H-033 - Geneva Enterprises, Inc. Rosenthal Jaguar/Land Rover, Route 7 and Spring Hill Road - Mr. Griffin, Rosenthal Jaguar. In Feb. 2002 Rosenthal Jaguar bought the Land Rover dealership. At that time, the dealership made commitments to the manufacturer for facility improvements, including an off-road demonstration course. Land Rover is very strict about their requirements for the course.
There is a demo course in the Land Rover site in Chantilly. John Cummings of Houston, TX designs and builds all of the courses.
How is the course isolated for safety reasons? It really isn't a safety hazard. Most dealers park cars on either end of the course.
Mr. Griffin - Only salespeople will drive the vehicle. There is a gap in the course where there is an entrance to the back storage lot.
Parking structure – The dealership never has enough parking, especially because of the very expensive vehicles that are parked offsite. On the ground floor, 16 extra service stalls are proposed. There is a demand for quicker service.
With the new garage, there would be less offsite parking which would reduce the local traffic.
Ms. Little – She visited the site and noted that the current parking seems to be filled. How many spaces will be taken for the construction? Don't know. She is concerned that these will be lost. Parcel 2D, adjacent to the course and at the rear of the site, is not controlled by Rosenthal. The Honda and Jaguar operations are managed separately.
Total number of spaces onsite now? Don't know. 760 are approved now, 767 are proposed. The number proposed changed from 850 to 767 due to a staff request for a second alternate alignment for a through road. The proposed garage was aligned accordingly. The road would be a service drive parallel to Route 7. On paper it would go all the way to Gosnell Rd. There will be a net gain of only 7 spaces. There will also be 16 new service bays. The Land Rover show room will also take some spaces. Having said the above, it appears that there may not be any reduction of offsite parking.
50 feet of the frontage of the property spaces will be dedicated for the Metro entrance. This will affect several parking spaces, but will not occur for several years.
There was a side discussion about a test course on the Moore Cadillac property as part of the Special Exception application on Sept. 11, 2003 date. This was not seen by the committee.
There was some discussion of the trees on the lot that will be affected by the application.
There will be no increase of impervious surface. Filterra, a best management practice device, will be used as part of the Stormwater treatment facility.
The sidewalk adjacent to the proposed test track will be replaced.
The split in test course was discussed, which was created due to limited space onsite. Most courses are not split.
Re: the 8' asphalt trail requirement on the frontage of the property. The applicant was not aware of the requirement. [Later, Mr.Yates noted that the currently approved plan was exempted from the need for an 8' asphalt trail.]
Is there a shuttle? Most clients use a loaner.
Any idea of how much traffic passes through the entrance that splits the test track? There is very little traffic there.
Currently there are 24 service bays. 16 bays will be added. The committee would like to know on average, how many more vehicles will be serviced with the new bays. The committee would also like to know an estimate of the current number of patrons vs. future with this development.
There will be a move of customers to the Chantilly store. "We hope it will take the burden off this store."
The applicant will return at the January 19 meeting. The Planning Commission date is Jan. 27.
The November meeting minutes were approved.
New Business:
Fairlee development - There was some discussion about the committee reviewing the rezoning of the property. The plan amendment staff report is online but not the attachments. Mr. Wright will send the url to the committee.
Election of Officers - Next month we will elect officers.
