March 21, 2006 Land Use Committee Minutes

North County Governmental Center

Committee member in attendance – Edythe Kelleher (chair), Betty Little, Sarah Newman, Dave Gibson, Steve Psarakis, and Bruce Wright.

Other attendees: Frank de la Fe (Hunter Mill District Planning Commissioner), Goldie Harrison (Hunter Mill District Office), Robert Van Buskirk and Laurence Kirsh, Rich Morrison, Cedar Chase HOA

PCA 1998-HM-020, Cedar Chase HOA - Mr. Van Buskirk gave an overview of the application. White stripes to designate pedestrian area on the road were part of the original proffer. There was going to be a walking paved trail in the nieghborhood. Many residents objected to a trail through the yards. Residents negotiated an on-road trail with ballards on the road to separate the trail from the road. Bollards were also objected to by the community.

There are 47 homeowners. 44 have signed a petition against the painted stripes. Many families with small children. There is no walking trail on Reston Ave. that this connects to. There are many other areas where there are unfinished shoulders with no curbs without sidewalks or trails.

Think that the painted trail is detrimental to the community.

Discussion of the yellow stripe painted on one side of the road.

There appears to be no restriction on parking on the striped area.

The houses were built within 2 years. Originally there was a trail on the plan.

What size are the lots? Generally less than 1/2 acre.

Discussion of original rezoning and pca plans. Developer is off bond with escrow for paint.

Zoning is PDH-1 (1 dwelling unit per acre).

GDP is the engineered drawing.

How did the road go from having 2 yellow lines to a wider road with 1 yellow line without a formal process. The fire marshall has the authority to overrule what is on the plans.

The association and the developer jointly paid for the widening of the street.

Objections to the bollards. Aesthetic.

There is a sign at the entrance regarding the painted yellow stripes.

Do people complain about speeding? There are not many comments from residents.

How should applicant provide information to the committee.

Next appearance is April 18.

Minutes approved as corrected.

Next month's meeting will be held at the community room.
