James Barbour was a member of the Virginia House of Delegates (except for 1805-1807) from 1798-1812, as well as a plantation owner. He was governor from 1812-1815 until he was elected to the U.S. Senate. He served in the Senate 1815-1825. He was admitted to the bar, but was mainly self-educated.
