Abstract: This layer has voting precincts, and election boundaries for all federal, state, and local elections.
Purpose: To provide precinct and election district information for use by citizens, political parties, candidates for office and the press. Map data is essential for conduct of elections.
Supplemental Information:
Virginia code requires the election boundaries map be posted in each polling place on election day. Due to the complexity of the boundaries, all four districts will not appear on the map every year. In even-numbered years, the Congressional representatives are elected, so the map is printed with the Congressional district layer. In odd-numbered years, the state and county officials are elected, so the maps are printed with layers for those districts. The State Senators serve a four-year term, so the Senate district layer is only printed on the map every four years.
In April of 2001, the General Assembly adopted the new State Senate and House of Delegate Districts. These districts were precleared by the Justice Department July 2001.
In June of 2001, the Fairfax County Board of Supervisors adopted the new Supervisor Districts. These districts were precleared by the Justice Department August 2001.
In July of 2001, the General Assembly adopted the new Congressional Districts. These districts were precleaned by the Justice Department October 2001.
In 2001, 14 new precincts were established in response to the redistricting and several polling places were relocated. In a normal year, precinct boundaries and polling places do not change unless there is population growth in an area and/or a new facility becomes available or an existing facility can no longer be used.
In 2002, 1 new precinct was created as a result of population growth and 1 polling place was temporarily relocated due to facility renovation.
In 2003, 5 new precincts were established as a result of population growth.

Attribute Accuracy Report: Attribute accuracy is tested by comparison with hardcopy sources. Reported errors are verified and updated.
Logical Consistency Report:
Various Arc/Info commands have been used to determine the logical consistency of the data. Once the layer was created, the build command was used to create the polygon topology. If lines were found that did not intersect, they were manually broken to create a node. Dangling arcs were removed if found. Attributes were inspected using the frequency command to ensure valid values.Region, polygon, and arc-node topology exists

Process Description:
Step1 - The four election districts, Congressional Districts, State Senate Districts, House of Delegates Districts and Supervisors Districts, are reapportioned every 10 years in the year following the federal census as mandated by the United States Constitution. The Virginia General Assembly draws the boundaries for the Congressional, State Senate and the House of Delegates Districts in accordance with mandates of the Virginia Constitution and Virginia Election Law. The Fairfax County Board of Supervisors draws the boundaries for the County Supervisor Districts in accordance with Virginia Code. Following adoption, the new districts are submitted to the U.S.Department of Justice for preclearance under the requirements of the Voting Rights Act. The boundaries of the precincts and the locations of polling places are set by the Fairfax County Board of Supervisors as prescribed by the Virginia Election Law, following public hearings and recommendations from the Electoral Board. Precinct boundaries may be adjusted within an election district to accommodate population growth and to meet the needs of communities. Polling place locations are established for each precinct in convenient, handicapped accessible public facilities. Changes in precinct boundaries and polling place locations are also submitted to the U.S. Department of Justice for preclearance under the requirements of the Voting Rights Act.

This data set includes over 30 layers of attributed vector map data that were derived primarily from the Fairfax County 1"= 2000' and 1"= 4000' Wall Map Series.
