Harbor View Waste Water Treatment Plant


Update - On September 18, 2007, a community meeting was held to discuss the waste water treatment plant issue at Harbor View. Community members voiced their opinions in support of county purchase and full operation of the waste water plant.

A public hearing must be held by the Board of Supervisors before a final decision can be made with regard to financing options. A date has not been set as of this time, since negotiations with the current plant operator are pending.

As of the August 6, 2007 Board Meeting, the county is still attempting to negotiate a reasonable price by which it can purchase the plant from the current owners, which includes much needed repairs to the infrastructure. Staff has been instructed to continue negotiations with Utilities Inc, in hopes of reaching a mutually agreeable sales price by late September 2007.

Background Information - As you are aware, there are a number of options that were presented by county staff at the 25 July 2007 Harbor View neighborhood meeting at Gunston Elementary School. These options included:

  • Fairfax County operation of the plant
  • A Fairfax County contractor operating the plant
  • Setup of a pump and haul system to transport sewage to the Norman Cole facility

At the July 25 meeting it was clear from those community members who were present that they did not support the pump and haul option. They believed it would be an undue burden on their community, congesting the streets and potentially presenting a safety hazard for pedestrians. It became apparent that most community members would like to see the county purchase and operate the plant, essentially retaining the status quo with regard to impact on the community. This office supports the will of the community, but we need to work together to ensure our voices are heard by the entire Fairfax County Board of Supervisors.

To help me present this position to my colleagues on the Fairfax County Board of Supervisors, I ask that you contact each of them to express your opinion on this important issue. Community input helps make a strong case that pump and haul is not a suitable solution, and that the community supports the purchase and operation of a plant.
