On the Road in Mount Vernon

Mulligan Road (Woodlawn Road Replacement) - This federal project will reestablish a road connection between Richmond Highway and Telegraph Road, which was cut off when the Army closed Beulah Street and Woodlawn Road through Fort Belvoir after 9/11. The connector road includes 1.5 miles of new construction, widening of Old Mill Road, a multipurpose trail, and intersection improvements at Telegraph Road and Richmond Highway. The connector road is being designed as a four-lane facility. The Army is committed to fund a two-lane facility; however, efforts are ongoing to obtain federal funding for the remaining two lanes. The Environmental Assessment public hearing was held in September 2006. The project location was endorsed by the Commonwealth Transportation Board in March 2007. Design began immediately following CTB action. Construction is scheduled to begin in October 2008, and be completed by October 2010. Additional information on the project can be found at http://www.efl.fhwa.dot.gov/planning/active_projects.htm.

 

Update on the "EPG Section" of the Fairfax County Parkway (Route 7100) - VDOT, the Army and the Federal Highway Administration (FHWA) are working toward completion of a Memorandum of Agreement (MOA) whereby the Army would have the lead role in completion of the EPG segment of the Parkway.

  • VDOT has allocated an additional $25 million, for a total of $114.7 million available in the 6-year plan for this project.
  • FHWA has required and will perform environmental re-evaluation of the site beginning in September, with completion in 2-3 months.
  • VDOT is proceeding with utility relocation designs on the northern segment of the project. Once these are complete, VDOT can proceed to right-of-way (ROW) acquisition. Under their current schedule, ROW acquisition would be complete in spring 2008.
  • The Army plans to complete construction by May 2011.

 

I-95 Noise Barriers - The Virginia Department of Transportation is completing the public input process for noise barriers for the I-95 fourth lane widening project. There are several barriers under consideration for the project, from exit 160 (Rte 123) to exit 166 (Fairfax County Parkway). The impacted property owners behind the noise barriers will be solicited for their opinions. If the majority of the homeowners are in favor of the barrier, VDOT will pursue its construction. If the majority of the property owners are against the barrier's construction, it would be removed from the construction plans. The public input process will be completed in advance of construction. The project is planned for advertisement in July 2007, and construction could begin as early as January 2008. The construction may take up to two years, and the schedule has not yet been set. The noise barriers will be built in conjunction with the widening project, so it is expected they would be constructed between 2008 and 2011.
