Fairfax County Board of Supervisors Appoints New
Director of
Department of Administration for Human Services
The Fairfax County Board of Supervisors appointed Willard K. Garnes as director of the Department of Administration for Human Services, effective April 28, 2003. He has been the acting director of this agency since September 2000. Prior to that Garnes was the Human Resources Manager for the agency for five years where he managed and directed all human resources support for Human Services systems serving 3,500 human services employees.
Garnes has been with the county since 1983, when he was hired as a coordinator for Clinical and Community Support Services, Office of Mental Health, Fairfax-Falls Church Community Services Board. Prior to that Garnes worked as a clinical social worker for Central State Hospital in Petersburg, Va. for nine years. He also has served in the Army on active duty or in the Army Reserves, from 1972 to the present in a variety of social work positions with increasing levels of responsibility. Garnes currently holds the rank of lieutenant colonel.
Garnes graduated from St. Paul’s College in Lawrenceville, Va. with a Bachelor of Arts in Sociology in May 1972. He later earned a Master of Social Work degree from Virginia Commonwealth University in Richmond, Va. in 1982. A native Virginian, Garnes currently resides in Vienna, Va.
As director of the Department of Administration for Human Services, Garnes will continue to provide oversight to the department and coordinate work in the five business areas, which are financial management, human resources, contracts management, physical resources, and information technology strategic planning for human services. He is a member of the Board of Directors of the Fairfax Alcohol Safety Action Program. He will also continue to serve as a member of the Human Services Leadership Team working collaboratively to set organizational goals, objectives and strategic planning processes. Garnes is responsible for an agency budget of approximately $9.7 million with a 164-member staff.
He will receive an annual salary of $104,486.
