Fairfax County Streetlights Surveyed in 2003-2004

Dominion Virginia Power is conducting a streetlight survey in Fairfax County through February 2004, as part of a statewide effort. This survey is designed to enable Dominion Virginia Power to identify and tag streetlights, making it easier to locate and repair lights that have been reported to be malfunctioning. Dominion Virginia Power is deploying Geographical Positioning System technology to electronically map their lights with pinpoint accuracy. Dominion will provide the survey data to the Fairfax County Department of Public Works and Environmental Services to update the county’s Geographical Information System.

Osmose Utilities Services Inc. is under contract to conduct this survey for Dominion Virginia Power. There will be Osmose survey technicians in neighborhoods throughout the county, however, they can conduct the survey without disturbing residents. Information about the survey and photographs of the survey vehicles and personnel are available on the county’s Web site.

It is anticipated that the updated survey information will allow Dominion to more quickly locate and repair streetlights that citizens report as malfunctioning. Malfunctions may include such problems as a light being out at night or a light being on during daylight hours. Citizens are encouraged to report malfunctioning streetlights on public roads to the electric utility company that serves that area, i.e., Dominion Virginia Power or the Northern Virginia Electric Cooperative. These two electric utility companies operate and maintain lights within their service district, but they do not monitor the county streetlight system to identify malfunctioning lights. It is important that citizens report malfunctioning lights in order to correct outages and malfunctions.

Malfunctioning lights can also be reported online on the Department of Public Works and Environmental Service Web pages. This Web page provides a map of the electric utility service districts along with additional information on the reporting of malfunctioning lights and the Fairfax County Streetlight Program. Please be sure you have adequate information regarding the location of the malfunctioning light, for instance, “in front of 12345 Leesburg Pike” or “the fourth and fifth streetlights on the south side of Monument Drive west of the intersection with West Ox Road.” A pole number is also helpful. As part of the survey, Dominion Virginia Power will be placing new markers on all of the light poles to make it easier to read the pole number and other identifying information.

The county is entitled to a bill credit if repairs by the electric utility company are not completed in a timely fashion, typically 11 calendar days. If you have reported a malfunctioning streetlight and the repair time exceeds 11 calendar days, please contact the Planning and Design Division of the Fairfax County Department of Public Works and Environmental Services at 703-324-5800, TTY 711, 8 a.m. to 4:30 p.m., Monday through Friday. Questions should also be directed to the same telephone number, 703-324-5800, TTY 711 or e-mailed.
