DTA Employee Named Deputy of the Year by State Association
Joseph W. Blackwell Jr., acting director of the Personal Property and Business License Division of the Fairfax County Department of Tax Administration, recently received the 2004 “Outstanding Deputy Commissioner Award” from the Commissioners of the Revenue Association of Virginia at the associations’ 85th annual conference in Hampton, Va.
“This is a great honor that reflects well on Joe, the Department of Tax Administration and Fairfax County,” said Kevin Greenlief, director of the Fairfax County DTA.
A 28-year veteran of the U.S. Army, Blackwell has been employed with Fairfax County since 1989. In September 2003, he was appointed acting director of the Personal Property Division. Blackwell received his bachelor’s degree in political science from Texas Christian University in Fort Worth, Texas and his master’s of science in business administration from Boston University.
Blackwell, a member of the Commissioners of the
Revenue Association of Virginia, is also a member of the Virginia
Association of Assessing Officers and is past president of the Virginia
Association of Local Tax Auditors.
