Lieutenant Governor Tours Fairfax County Facilities

Lieutenant Governor Timothy M. Kaine today toured Fairfax County’s Alternate Emergency Operations Center, data center and GIS offices, all located on the first floor of the Fairfax County Government Center.

The AEOC, funded with federal and state grants for 80 percent of its costs, is a 4,000 square feet state-of-the-art facility including a six-display projection system; seating arrangements for 60 staff members; robust 120-line, redundant telephone system; and separate conference and radio rooms. The AEOC is located adjacent to the data center. During emergencies, the county government directs emergency response operations from the AEOC.

The county’s GIS platform provides extensive geographically based information supporting virtually every county agency.

These county facilities deliver quality and innovative information technology solutions to provide citizens, the business community and county staff with direct access to appropriate information and services. Discussion today centered on the continuing partnership between the state and Fairfax County, working together in information technology to provide more effective and efficient government services.

Like many governments that are faced with growth in demand for services and a difficult economy, the county is faced with major challenges and opportunities, caused by expectations to use technology to accomplish their daily tasks. Yet, with continuing state and federal unfunded mandates, it has become increasingly harder for local taxpayers to cover the fiscal burden of federal and state laws and regulations as the county invests in technology to make the government more efficient and provide better services to the public.

Fairfax County spent more than $540 million to comply with federal mandates in fiscal year 2004, or approximately 21 percent of the county’s General Fund. The federal government only reimbursed part of that amount, leaving local taxpayers a bill of $395 million, or 73 percent of the cost.

“Mandates have to be met,” Fairfax Board of Supervisors Chairman Gerald E. Connolly said. “But there is also a need to fund important local services as well as provide taxpayer relief. I’m pleased that Lieutenant Governor Kaine today has seen the fine services and facilities that we offer, since the state government plays an important role in our ability to provide our citizens and business community with high quality services. The state can assist in this effort by providing us the same revenue options as cities and towns in the Commonwealth to lessen our reliance on real estate taxes, as well as by opposing the creation of new unfunded mandates.”
