Fairfax County Seeks Demonstration Projects
for Affordable Housing Units

The Fairfax County Department of Planning and Zoning and the Department of Housing and Community Development are seeking proposals from landowners and for-profit and nonprofit developers for demonstration projects to preserve and create affordable housing. The deadline to submit proposals is Dec. 16, 2005.

Innovative solutions to the affordable housing crisis are encouraged and could include such approaches as the preservation of existing affordable multifamily rental housing; the incorporation of affordable units in the construction of a new project or redevelopment of an existing affordable site; incorporation of residential uses into commercially or industrially planned areas; and/or other innovative proposals to achieve the maximum number of affordable units to serve a variety of income levels. The demonstration projects should focus on providing units beyond what would already be required under the Affordable Dwelling Unit Program of the Zoning Ordinance.

This project is part of the larger Fairfax County vision of building livable spaces. In April 2004, the Board of Supervisors announced the Affordable Housing Preservation Initiative to preserve existing affordable housing and to increase the production of new affordable housing. The request for demonstration projects results from recommendations made to the Board of Supervisors earlier this year to accommodate and encourage affordable housing through such land-use tools as the Comprehensive Plan. Those projects that move ahead to formal application will be forwarded to the Board of Supervisors for Comprehensive Plan change consideration.

Two copies of all materials should be delivered no later than Dec. 16, 2005, to Donna Pesto in the Department of Planning and Zoning, 12055 Government Center Parkway, Suite 807, Fairfax, VA 22035. After evaluations are completed, respondents will be advised of the schedule for the second part of the process.
