She is a graduate of Mary Washington College in Fredericksburg, Va., with a bachelor’s degree in business administration. Shelton is a 19-year veteran of the Virginia Department of Transportation where she served as policy and planning manager, organizational and strategic planning manager, and manager of both the Productivity Improvement Center and the Management and Productivity Center. Prior to VDOT, she was an industrial engineering technician with the Naval Aviation Depot in Norfolk for more than two years.

Shelton has been active in the development of the PSTOC and currently serves as co-chair of the PSTOC Operations Subcommittee. Previously she served as a member of the PSTOC Operations Coordinating Committee and co-chair of the Administration Users Group in helping to develop recommendations for the PSTOC concept of operations.

A certified VDOT leadership coach, she was recognized in 2005 with the VDOT District Administrator’s award for outstanding leadership for her efforts with the PSTOC project as well as with VDOT’s peer recognition award for exemplary leadership.

Shelton will begin as PSTOC general manager effective Oct. 16, at an annual salary of $107,000.

Public Safety and Transportation Operations Center
The PSTOC will be a model of multi-agency coordination and cooperation.
