Fairfax County Customers of Washington Gas to Receive Refunds

More than 200,000 Washington Gas Light Company customers in Fairfax County will receive a refund on a future monthly bill due to a recent State Corporation Commission (SCC) order. Customer refunds, which are expected to average approximately $16.50, reflect the difference between the rates recently approved by the SCC and the temporary rates in effect since mid-February.

The SCC’s Sept. 19, 2007, Final Order approved a settlement reached among Fairfax County, Washington Gas Light Company and the SCC staff. The company’s initial filing included requests for a $23 million rate increase and an alternative regulatory plan. The Fairfax County Department of Cable Communications and Consumer Protection (DCCCP) filed testimony in early 2007 opposing the requested increase and recommending customer safeguards.

The SCC order limits Washington Gas to a rate increase of $3.9 million – less than a 1 percent increase over current rates. It also approves a new four-year performance-based rate plan, effective Oct. 1, 2007, through Sept. 30, 2011, and requires Washington Gas to share with its customers earnings above a 10.5 percent return on equity.

Over the life of the plan, benefits to the residential customer will include savings of about $106 per customer, assurances that base rates will be frozen during that time and the opportunity to share in the company’s earnings. The SCC’s order is expected to save Fairfax County customers of Washington Gas more than $21.3 million over the course of the four-year plan, or approximately $6.4 million per year.
