Board of Supervisors to Hold Public Hearing on Use of Federal Housing Funds for FY 2010

On Monday, March 30, at 4:30 p.m., the Fairfax County Board of Supervisors will hold a public hearing in the Fairfax County Government Center Board Auditorium, 12000 Government Center Parkway, Fairfax, on the use of an estimated $8.8 million in federal housing funds in Fiscal Year 2010. The money will be spent as outlined in the Proposed One-Year Action Plan for FY 2010, which is required by the U.S. Department of Housing and Urban Development (HUD).

The Proposed One-Year Action Plan for FY 2010 is available online. The action plan proposes how money from four federal programs would be spent by Fairfax County:
- Community Development Block Grant (CDBG): $5,928,982.
- HOME Investment Partnerships Program (HOME ): $2,448,682.
- Emergency Shelter Grant (ESG): $265,518.
- Housing Opportunities for Persons with AIDS (HOPWA): $180,000.
These dollar amounts are estimates, and HUD will announce the actual amounts that the county will receive later this year. In addition, it is estimated that there will be approximately $310,070 in CDBG program income and $52,211 in HOME program income in Fiscal Year 2010.
The action plan also proposes reallocating $929,947 in CDGB funds carried over from previous years. This money will be used to provide home repairs for the elderly ($168,888); housing for seniors, people who are disabled or homeless ($200,000); housing through the Housing First or Single-Room Occupancy programs ($350,000); and rehabilitating Fairfax County Redevelopment and Housing Authority properties ($211,059).
The plan includes an estimated $11 million for the second year of the two-year funding cycle for the Consolidated Community Funding Pool (CCFP) for FY 2009-2010. Of this, $9 million comes from a variety of local, state and federal funds, and $2 million will be allocated from the CDBG program. The Board of Supervisors will approve any award of CCFP funds as part of the FY 2010 Budget. The CCFP gives competitive grants to nonprofits and community-based programs.
