Jeffrey Blackford Appointed Director of Department of Code Compliance

The Fairfax County Board of Supervisors appointed Jeffrey L. Blackford, PE, as the director of the newly created Department of Code Compliance. He will assume his new position on Monday, June 7.
The new department will be operational on July 1, and its mission is to investigate neighborhood quality of life complaints, involving most zoning, noise, property maintenance, building, fire, blight, grass and health codes. The department consolidates many of the county’s code enforcement activities into a single agency.
Blackford currently serves as operations chief for the Enhanced Code Enforcement Strike Teams. They investigate residential properties suspected to be illegal boarding houses, bringing together zoning, property maintenance, building, fire and health inspectors.
Prior to joining the Strike Teams, he held a variety of positions in the county’s Department of Public Works and Environmental Services. He served as director, Code Services, Land Development Services; deputy director, Office of Site Development Services; and deputy director, Design Review Division.
Blackford is a professional engineer and certified as a property maintenance inspector.
Blackford has bachelor’s and master’s degrees in civil engineering from North Carolina State University. He will receive an annual salary of $142,765.
