MINUTES: The minutes were approved unanimously as corrected.
TRAIL PLAN REVIEW:
Mr. Wright asked Mr. Marshall to review the process remaining to approve the
out of turn plan amendment. Mr. Marshall indicated that if the committee
finished tonight that the proposed amendment would go to the Planning
Commission in December. From the Planning Commission it would go to public
hearing and then to the BOS for approval.
Mr. Wright asked what level of detail would be available to the citizens in the
questions and how it would be advertised. That is still under
consideration.
New worksheets were distributed.
Mr. Brugman asked the committee to briefly consider another topic - the
committee's recommendation on infill development.
MOTION: Mr. Brugman moved that the CWNMTC send a letter concerning the
committee's recommendation on infill development and pedestrian pathways to
Peter Murphy, the chairman of the Planning Commission. Mr. Emerson seconded
the motion. The motion passed unanimously.
Mr. Wright discussed the items in the Hunter Mill District on Sheet 6 of the
October 11 Worksheet. Item 6, Meadowlark Rd. was withdrawn from
consideration and will continue to show major paved and stonedust/natural
surface on the Trail Plan. There was further discussion on Beulah Rd.
MOTION: Mr. Wright moved that Item 5 on Sheet 6 of the October 11 Worksheet
(Beulah Rd.) be changed to Major Paved only. Ms. Leser seconded the motion.

MOTION: Mr. Wright moved that Item 7 (Clark's Crossing) be changed to Major
Paved only. He noted that the community is attempting to connect Beulah and
Clark's Crossing and that this change would make the easements easier to

Mr. Bryant discussed the proposed changes in Mason District. He stated that
Items 1 through 5 complete a circuit and reflect the increased need for
alternative transportation in the Revitalization Area.
MOTION: Mr. Bryant moved that Items 1 through 5 (Blair Rd, Glen Carlyn Dr.,
Blair Rd., Beachway, and Patrick Henry Dr.) be changed to Major Paved. Mr.
Brugman seconded the motion. The vote was unanimous. The motion passed.
MOTION: Mr. Bryant moved that Item 6 (Cherokee Ave.) be changed to Major
Paved. Ms. Leser seconded the motion. The vote was unanimous. The motion
passed.
MOTION: Mr. Bryant moved that Items 7 and 8 (Old Columbia Pike and Columbia
Rd.) be changed to Major Paved. Mr. Niedringhaus seconded the motion. The
vote was unanimous. The motion passed.
MOTION: Mr. Bryant moved that Item 9 (Kerns Rd.) be changed to Major Paved.
Ms. Bennett seconded the motion. The vote was unanimous. The motion
passed.
Mr. Emerson presented the proposed changes in Providence District. He added
an Item 5 that was not on the Worksheet (10).
MOTION: Mr. Emerson moved that Item 1 (Route 50) be changed to add Minor
Paved trail to the south side from Gallows Rd. to the Fairfax City line.
Mr. Brugman seconded the motion. The motion passed unanimously.
MOTION: Mr. Emerson moved that Item 2 (Gallows Rd) be changed to add Major
Paved Trail to the east side from Holmes Run Drive to Old Courthouse Rd. Mr.
Brugman seconded the motion. The motion passed unanimously.
MOTION: Mr. Emerson moved that Item 3 (Route 29) be changed to add Major
Paved trail to the south side. Ms. Leser seconded the motion. The motion
passed unanimously.
MOTION: Mr. Emerson moved that Item 4 (Route 123) be changed to add Major
Paved trail to both sides from I-495 to the Vienna town line. The motion
passed unanimously.
MOTION: Mr. Emerson moved that Item 5 (Gallows Rd. from Old Courthouse Rd.
to I-495) be changed to add minor paved trail to both sides of the road.
Mr. Brugman seconded the motion. The motion passed unanimously.
Mr. Brugman asked the committee to consider recommending a change in the PFM
to require commercial development to install sidewalks during construction.
Items such as restaurants and churches need the sidewalks. The committee
agreed to discuss this further after the trail plan was revised.
Ms. Bennett asked about Old Courthouse Spring Branch trail. Ms. Pate
answered that there was citizen opposition.
Ms. Pate asked the committee to review the Braddock District items, although
Mr. McLaren was not present. She explained that the two items (Heming Ave.
and Queensberry Ave.) completed access to Lake Accotink and Wakefield Park.
The committee noted that Mr. McLaren could revisit the changes at the next
meeting if he chose.
MOTION: Ms. Pate moved that Heming Ave. and Queensberry Ave. be changed on
the plan to provide Major Paved trail on a side to be determined by the
district representative. Ms. Leser seconded the motion. The motion passed
unanimously.
Mr. Brodtman and Mr. Brugman discussed the items on Sheet 2 as members of
the On-Road Bicycle Lane subcommittee.
MOTION: Mr. Brodtman moved that Items 1 through 4 (Whann Ave., Benjamin St.,
Balls Rd., and Old Dominion Dr.) be considered together and that they have
on-road bicycle routes added on the trails plan. Mr. Niedringhaus seconded
the motion. The motion passed unanimously.
MOTION: Mr. Brugman moved that Items 8 through 16 (Jones Branch Dr.,
Westpark Dr., Tysons Blvd, Kidwell Dr., Gallows Rd., Annandale Rd.,
Ravensworth Rd., John Marr Dr., and Backlick Rd.) have on-road bicycle
routes added on the trails plan. Mr. Wright seconded the motion. The
motion passed unanimously.
MOTION: Mr. Brugman moved that Items 29 through 35 (Commerce St., Franconia
Rd., Vista Dr., Upland Dr., Cermont Dr., Elmwood Dr., and Huntington Ave.)
have on-road bicycle routes added on the trails plan. Mr. Bryant seconded
the motion. The motion passed unanimously.
MOTION: Mr. Brugman moved that Item 39 (Route 1) have an on-road bicycle
route added on the trails plan. Mr. Brodtman seconded the motion. The
motion passed unanimously.
MOTION: Mr. Brugman moved that Item 36 (Telegraph Rd.) have an on-road
bicycle route added on the trails plan. Mr.Wright seconded the motion. The
motion passed unanimously.
MOTION: Mr. Brugman moved that Item 37 (S. Van Dorn St.from Franconia Rd.
to Telegraph Rd.) have an on-road bicycle route added on the trails plan.
Mr.Bryant seconded the motion. The motion passed unanimously.
MOTION: Mr. Brugman moved that Item 38 (Frontier Dr.) have an on-road
bicycle route added on the trails plan. Mr.Wright seconded the motion. The
motion passed unanimously.
MOTION: Mr. Brugman moved that Item 28 (Old Keene Mill Rd. from the Fairfax
County Parkway to commerce Street) have an on-road bicycle route added on
the trails plan. Mr. Wright seconded the motion. The motion passed
unanimously.
MOTION: Mr. Brodtman moved that Items 5 and 6 (Chain Bridge Rd. and
Westmoreland Street) have on -road bicycle routes added on the trails plan.
Mr. Niedringhaus requested that the motion be tabled to the next meeting to
allow him to investigate the question since it is in the Dranesville
District. The motion was tabled.
MOTION: Mr. Brodtman moved that item 41 (Route 123) have on-road bicycle
routes added on the trails plan. Mr. Wright seconded the motion. Mr.
Niedringhaus asked that this motion also be tabled do that he could review
its impact on Dranesville District. The motion was tabled.
MOTION: Mr. Brodtman moved that item 7 (Hunter Mill Rd) have on-road bicycle
routes added on the trails plan. Mr. Wright seconded the motion. The
motion passed unanimously.
Items 17 and 18 (Routes 29 and 50) were discussed extensively. The
committee debated whether both were necessary and, if not, which of the two
would be better inside the beltway. The difficult intersection at Route 50
was cited as a potential barrier. The items were deferred to the November
meeting.
MOTION: Mr. Brodtman moved that item 19 (Route 28 have on-road bicycle
routes added on the trails plan. Ms. Leser seconded the motion. The motion
passed unanimously.
MOTION: Mr. Brodtman moved that Items 21 and 22 (Centreville Rd. and
Westfield Blvd) have on-road bicycle routes added to the trails plan. Mr.
Bryant seconded the motion. The motion passed unanimously.
MOTION: Mr. Brodtman moved that Items 23 and 24 (Braddock Rd. and Burke
Lake Rd.) have on-road bicycle routes added to the trails plan. Mr. Bryant
seconded the motion. The motion passed unanimously.
MOTION: Mr. Brodtman moved that Item 25 (Clifton Rd) have on-road bicycle
routes added to the trails plan. Mr. Wright seconded the motion. The vote

The motion failed.
Mr. Brodtman withdrew Henderson Rd and Yates Ford Rd. (Items 26 and 27) from
consideration at this time.
MOTION: Mr. Wright moved that the trail on Frying Pan Rd. be moved from the
south side to the north between Route 28 and Centreville Rd. Mr. Brodtman
seconded the motion. The motion passed unanimously.
Mr. Niedringhaus withdrew all the items on Sheet 5 of the new worksheet.
Mr. Bryant stated that he would like to discuss Springvale Rd. as an
alternative route. Mr. Niedringhaus and Ms. Bennet described a plan for the
Georgetown Pike area in which Walker Rd and Georgetown Pike would have
asphalt trail in the shopping district while other trail in that area would
be stone dust. A plan outlining specific trail segments will be presented
at the November meeting.
Due to the late hour, the committee tabled further discussion until the
November meeting. Mr. Bryant pointed out the value of pedestrian access by
bringing to the committee's attention an accident that occurred on Braddock
Rd. in an area with no trail.
