Call to order - introduction of new FCPA staff - Karen Lanham, Section Chief
for Planning (including Greenways and Trails) in the Planning and
Development Division
Approval of Minutes of May 10, 2000 - The letter specified in May minutes
regarding prioritization of projects was sent to Mrs. Hanley and was handed
out to the committee for review. Minutes were approved unanimously with a
motion by Walter Brodtman and second by Bunyan Bryant
On-Road Bike Lanes Subcommittee Report - Walter Brodtman presented the
subcommittee report, which was previously e-mailed and also handed out at
the meeting. Additions may be made based on comments from neighboring
jurisdictions and comments from committee members. Based on comments by
Debby Leser, Route 28 will be added to the plan allowing the possibility of
connecting to the W & OD and Dulles Airport. No. 10 item in the report ,
including on-road through Clifton area, will be considered as an alternative
to the "tandem" trail in this area. This plan is the beginning of a route
map for a connecting network. The draft plan will be reviewed by Charlie
Strunk in the Department of Transportation, then by VDOT, to be ultimately
included in the Comprehensive Plan.
Countywide Trails Plan Update - Policy Questions - David Marshall led a
discussion of policy issues sent to members earlier, as well as additional
concerns.
On-road bike lanes could include requirement of PFM modification (to be
considered separately). The plan also could include "bike routes" on lower
volume streets. An agreement was reached to show "on street bike routes" in
the final plan, which would include lanes and low volume street routes.
Tandem trails are generally developed at an 8' asphalt trail off-center
within the 12' easement, to allow 4' of natural surface for equestrian use.
The discussion included options of removing all "tandem" trail from the
plan, removing only in the Occoquan watershed district, putting the two
types of trail on opposite sides of the road or within two easements on the
same side. Committee requests a recommendation from the district
representatives with the tandem trail within their districts (mainly
Dranesville, Hunter Mill, Sully and Springfield) to review at July meeting
for final approval at the September meeting.
Soft surface trails, or stonedust trails were discussed. The consensus was
to leave the trail designations as they currently are and let any changes
come forward through citizen input.
The Cross County Trail, as well as the W & OD and the Mount Vernon trails will
be delineated on the trail plan with an overlay color and a label. The
individual components of the Cross County trail will remain designated
separately (Accotink Stream Valley, Difficult Run Stream Valley, and Pohick
Stream valley, as well as other connectors, including a portion of the
W & OD.)
Sheng Leu asked if a portion of a service road can be used as a trail
connection? The committee agreed that sometimes it could be appropriate if
there are no other possibilities.
Ann Bennett asked how can we designate "pieced together" trail routes? Ahmed
Rayyan suggested that funding be designated to sign and mark the corridors.
David Marshall and Sheng Leu will pursue the question of whether infill
development lots (single lot exemption) can be required to construct
portions of the trail plan.
Status of New Trail Projects - Randall Flowers presented lists of inactive
projects that have previously been funded and requested input on their
projects from the district representatives to Mike Shannon. By the end of
the month Mike should also have comments from the district reps concerning
their recommendations for FY 2001 projects.
Chair's Report - the letter handed out to committee members earlier in the
meeting was sent - any comments should be given to Mike as soon as
possible.
Old Business
Subcommittee Reports - Jenny Pate shared two reports - the COG report -
Priorities 2000 Metropolitan Washington Greenways Draft - May 2000 and The
National Bicycling and Walking Study - Transportation Choices for a Changing
America. Either may be reviewed by contacting Jenny.
Web Site for Committee - Bruce Wright is planning the web site and will post
a draft mock-up for review by committee members.
Sheng Leu reported that the new county trail maps will be printed with a tax
map grid for location purposes.
