The inauguration of the 10th urban
county Board of Supervisors, constitutional officers and directors of the
Northern Virginia Soil and Water Conservation District was held at 6:30
p.m. on Monday, Dec. 15, 2003, at the Fairfax County Government Center.
The Honorable Gaylord Finch Jr., Circuit Court Judge, administered the oaths of office.
Chairman Gerald E. Connolly and the nine district supervisors were elected by county voters in November to four-year terms, which run from Jan. 1, 2004, to Dec. 31, 2007. The district supervisors installed were:
- Gerald E. Connolly, Chairman
- Sharon Bulova, Braddock District
- Joan DuBois, Dranesville District
- Michael R. Frey, Sully District
- Penelope A. Gross, Mason District
- Catherine M. Hudgins, Hunter Mill District
- Gerald W. “Gerry” Hyland, Mount Vernon District
- Dana Kauffman, Lee District
- Elaine McConnell, Springfield District
- Linda Q. Smyth, Providence District
In addition, constitutional officers elected countywide in November – Sheriff Stan G. Barry – and the Northern Virginia Soil and Water Conservation District Directors Sally B. Ormsby, David L. Bulova and Gregory C. Evans also took the oath of office during the ceremony. Commonwealth’s Attorney Robert F. Horan Jr. was unable to attend to due his current trial schedule
The ceremony included musical performances by the W. T. Woodson High School Select Vocal Ensemble and the Emerald Society Pipe Band. The colors were presented by the Fairfax County Public Safety Honor Guard. Police Department Officer First Class Laura Zambron performed the national anthem. The evening began with harp music by Brian Stevenson and concluded with a reception in the conference center.
Chairman Connolly also delivered his inaugural speech.
