There are four sections in this report: Section I: WEEKLY ARRESTS FOR SELECTED CHARGES Section II: MAJOR INCIDENTS; Section III: PROPERTY CRIMES; and, Section IV: ANIMAL RELATED INCIDENTS. Sections are appropriately identified. Within the sections, incidents are organized by station, then by type of offense. They are listed alphabetically by street address.
Addresses shown indicate blocks and not specific locations. Thus an entry showing Chain Bridge Road 4100 would mean the 4100 block of Chain Bridge Road, not the address 4100 Chain Bridge Road. This report is not a comprehensive list of every police event or larceny in Fairfax County in the stated timeframe.

Section I: WEEKLY ARRESTS FOR SELECTED CHARGES

ALCOHOL ENFORCEMENT
DIRECTED PATROL, 12/13/12. Officers patrolled in the McLean Police District searching for drunk drivers. One driver was charged with DWI. Ten traffic summons and twenty-three warnings were issued. Additionally, two criminal charges were issued.
DIRECTED PATROL, 12/13/12. Officers patrolled in the Reston Police District searching for drunk drivers. No driver was charged with DWI. Nineteen traffic summons and 15 warnings were issued. One criminal charge was issued.
DIRECTED PATROL, 12/14/12. Officers from the Operation Support Bureau searched the county for drunk drivers. Two drivers were charged with DWI. Eighty-nine traffic summonses and 21 warnings were issued. Two criminal charges were made.
DWI CHECKPOINT, 12/15/12. Officers conducted a DWI checkpoint in the West Springfield Police District. Two drivers were charged with DWI and two drivers were charged with DWI-Drugs. Four criminal charges were made and four traffic summonses were issued.
DIRECTED PATROL, 12/15/12. Officers from the Operation Support Bureau searched the county for drunk drivers. No drivers were charged with DWI. Sixty-three traffic summonses and one warning were issued. One criminal charge was made.
DWI CHECKPOINT, 12/19/12. Officers conducted a DWI checkpoint in the Sully Police District. One driver was charged with DWI-Drugs. Ten were charged with traffic offenses and five with criminal offences.
DIRECTED PATROL, 12/19/12. Officers patrolled the Reston Police District searching for drunk drivers. Three drivers were charged with DWI. Four traffic summonses and 23 warnings were issued. One criminal charge was made.
Section II: MAJOR INCIDENTS
SULLY DISTRICT STATION (DISTRICT 1)
ROBBERY, Golden Oak Road/Saint Germain Drive, 12/13/12, 10:40 p.m. A victim reported he was walking home when a suspect approached from behind. The suspect demanded money and brandished a handgun. The victim relinquished his wallet and the suspect fled. The suspect was described as a Hispanic man in his late 20s to late 30s. He was approximately 5’9” and 160 lbs. He was wearing a dark hoodie.
BURGLARY, 6400 block of Paddington Court, 12/19/12, 6 p.m. A resident reported someone entered the home and stole electronic equipment. There were no signs of forced entry.
MOUNT VERNON DISTRICT STATION (DISTRICT 2)
ASSAULT, 8400 block of Richmond Highway, 12/13/12, 4:45 p.m. The victim reported a tenant in his home threatened him with a knife. A warrant was obtained.
BURGLARY, 7500 block Republic Court, 12/13/12, 4 p.m. A resident reported someone entered the home and stole several items to include a taser. There were no signs of forced entry.
BURGLARY, 6100 block of North Kings Highway, 12/13/12, 2:10 a.m. Officers responded for an alarm and found an individual on the roof. He was detained and an investigation revealed he allegedly attempted to break a window to gain access to the business. Michael Sheines, 20, of Alexandria, was charged with burglary and destruction of property.
BURGLARY, 7400 block of Poinsettia Drive, 12/13/12, 7:45 p.m. A neighbor reported an open door. The owner confirmed someone entered the home and stole electronic equipment. Forced entry was made through a skylight.
ASSAULT, 7900 block of Audubon Avenue, 12/13/12, 8:20 p.m. Two victims reported a man grabbed their buttocks as they entered the business. The two incidents occurred at different times. One victim described the suspect as a white man approximately 5’11” and 180 lbs. He was wearing a dark hoodie.
DRIVING ON SUSPENDED LICENSE, 7400 block of Mount Vernon Square Center, 12/13/12, 4:05 p.m. An officer conducted a traffic stop for an alleged traffic offense. The driver parked the car, exited his vehicle, and refused to obey officers’ commands. The officer used a conducted energy weapon to gain compliance. Harold Elem, 43, of Alexandria, was charged with failing to signal and driving on a suspended license.
ROBBERY, 3500 block of Buckman Road, 12/14/12, 10:10 p.m. The 33-year-old victim was robbed when he exited his vehicle. Two men approached, brandished a handgun, and demanded money. They fled with cash. One suspect was described as a black male, approximately 5’8”, with an athletic build. He was wearing a black jacket and black hat. The second suspect was approximately 5’4” and 160 lbs. He was wearing a blue hoodie and blue jeans.
ROBBERY, 3900 block of Mariposa Place, 12/15/12, 9 p.m. A 20-year-old woman was walking home when the suspect approached from the opposite direction. He brandished a handgun and demanded money. She relinquished her purse and he fled. He was described as black, approximately 6’ and 170 lbs.
SEX OFFENSE, Main Street/Russell Road, 12/15/12, 5:10 a.m. A 45-year-old victim reported she was walking to the store when a man approached. He exposed himself and demanded she touch him. She screamed and ran away.
OBSTRUCTION, 7900 block of Richmond Highway, 12/16/12, 9:40 p.m. An officer conducted a traffic stop for an alleged minor traffic infraction. The driver became belligerent with officers. Maurice Powell, 25, of Alexandria, was charged with driving on a suspended licese, DWI-Drugs, refusal, obstruction, destruction, concealed weapon, open container, and was served with a warrant from another jurisdiction.
BURGLARY, 7700 block of Richmond Highway, 12/18/12, 5:45 a.m. Officers responded for an alarm. An employee confirmed that merchandise was stolen from the business. Forced entry was made through a window.
BURGLARY, 8500 block of Richmond Highway, 12/18/12, 7:40 p.m. A resident reported someone entered the home and stole several items. Forced entry was made through a rear window.
MCLEAN DISTRICT STATION (DISTRICT 3)
ROBBERY, 1900 block of Chain Bridge Road, 12/13/12, 8:15 p.m. A victim reported she arranged to go shopping with a friend. The friend brandished a handgun, demanded the victim’s money, and fled with cash. The victim was not injured.
BURGLARY, 9400 block of Lee Highway, 12/16/12, 6:25 a.m. A resident reported someone entered the home and stole several laptop computers. Entry was made through an unlocked front door.
UNLAWFUL ENTRY, 6300 block of Nelway Drive, 12/16/12, 3:15 p.m. A resident reported someone entered the home but nothing was taken. Forced entry was made through a rear window.
ROBBERY, Lee Highway/Porter Road, 12/16/12, 11 p.m. The victim was walking along Lee Highway when someone asked him for a light. A second suspect grabbed the victim from behind. Both suspects fled with the victim’s wallet.
UNLAWFUL ENTRY, 7300 block of Robert Lane, 12/17/12, 12:15 a.m. A resident reported someone entered the home but nothing was stolen. Forced entry was made through a rear door.
MASON DISTRICT STATION (DISTRICT 4)
DRIVING WHILE INTOXICATED, 6600 block of Van Winkle Drive, 12/13/12, 3:05 a.m. Officers responded for a single vehicle crash and found the driver asleep. Allegedly, the driver became belligerent with officers during the arrest process. A conducted energy weapon was used to subdue him. Juan Mirones Ramos, 45, of Arlington, was charged with DWI, refusal to take breath test, and obstruction of justice.
DISORDERLY, 5500 block of Seminary Road, 12/14/12, 11 p.m. Officers responded to a fight call. They found a 16-year-old allegedly violently attempting to enter the building. He was not cooperative with officers and a conducted energy weapon was deployed. The juvenile was returned to his parents and charged with drunk in public, disorderly conduct, and three counts of assault.
ROBBERY, 6300 block of Little River Turnpike, 12/15/12, 1:30 a.m. The victim was sitting outside when the suspect allegedly approached and demanded the victim’s phone. The victim refused and the suspect grabbed the victim and attempted to take the phone. The victim broke free and fled. Richard Cummins, 30, of no fixed address, was charged with robbery.
RESTON DISTRICT STATION (DISTRICT 5)
CRASH, South Lakes Drive/South Lakes Court, 12/13/12, 8:10 a.m. A Fairfax County school bus was allegedly struck in the rear by a 2003 Kia Spectra. Erika Austin, 40, of Reston, was charged with reckless driving. She also was transported to a hospital for her injuries. Four children were transported for minor injuries.
GRAFFITI, 700 block of Bennett Street, 12/15/12, 12:46 a.m. A security officer reported graffiti found on a sign in front of the school. A work order was submitted to remove the paint.
ASSAULT, 12200 Nutmeg Lane, 12/16/12, 8 p.m. The adult victim was standing near his home when someone approached and asked for a dollar. The victim waved him off and was punched. Several teenagers joined in kicking the victim. The victim was transported with non life-threatening injuries.
GRAFFITI, 11400 block of South Lakes Drive, 12/16/12, 12:50 p.m. Words were spray painted on the side of a school bus at this location.
ROBBERY, 1600 block of Becontree Lane, 12/17/12, 10 p.m. The victim reported he was approached a suspect who requested a cigarette. The suspect then brandished a handgun and demanded cash. The suspect and possibly two others fled. The suspect was described as a black male, 20-22 years old, 5’6” to 6’ tall and 150 to 175 lbs.
SEX OFFENCE, Bowman Towne Drive/Reston Parkway, 12/18/12, 9 p.m. A 19-year-old victim reported she was assaulted while walking to work. A man walking in the opposite direction stopped and engaged her in conversation. He touched her inappropriately before she fled.
FRANCONIA DISTRICT STATION (DISTRICT 6)
GRAFFITI, 6700 block of Cardinal Woods Court, 12/13/12, 3:20 a.m. A resident reported someone wrote offensive words on tarp on his property.
ROBBERY, Landmark Mews Drive/Stultz Road, 12/15/12, 6:15 a.m. The adult victim reported he arrived home in a work vehicle and found two people sitting in his personal vehicle. They exited the vehicle, brandished a handgun, and demanded money. They fled in the victim’s work vehicle which was located several blocks away. The suspects were men, possibly Hispanic, wearing dark clothing and masks.
BURGLARY, 5600 block of Brookland Court, 12/18/12, 8:45 p.m. A resident reported someone entered the home and stole jewelry. Entry was made through an unsecured rear door.
BURGLARY, 7900 block of Gunston Woods Place, 12/18/12, 11:55 a.m. A resident reported someone entered her home and allegedly stole electronic equipment. There were no signs of forced entry. Walid Hannaoui, 20, of Lorton, was charged with burglary and grand larceny.
PEEPING, 6000 block of Essex House Square, 12/18/12, 1 a.m. A 47-year-old victim reported she woke up on her couch and saw man standing at her sliding door looking at her. He fled prior to police arrival.
WEST SPRINGFIELD DISTRICT STATION (DISTRICT 7)
BURGLARY, 9100 block of Hooes Road, 12/13/12, 6:30 a.m. An employee reported someone entered a maintenance garage, stole several items, and destroyed many items. Forced entry was made through a rear door.
GRAFFITI, Hillside Road/Sweet Oak Court, 12/13/12, 9:35 a.m. A symbol was reported on electrical power boxes.
GRAFFITI, 9100 block of Dorothy Lane, 12/14/12, 10 a.m. A resident reported some one painted words on a path. The words were anti-police in nature.
ROBBERY, 10000 block of East Constable Court, 12/14/12, 11:15 p.m. The adult male victim was walking near his home. Two suspects got out of a car, approached, and demanded money. The victim refused and was stabbed in the upper body. Although transported in life-threatening condition, the victim has been upgraded. The driver was described as a black female approximately 24 years old. She was wearing a tank top and had a tattoo on her chest. One suspect was possibly a Hispanic male approximately 18 years old. He was short and skinny. The final suspect was a taller Hispanic male with medium build. He was wearing a green sweater. The case is still under investigation.
GRAFFITI, Golden Ball Tavern Court/Grandstaff Court, 12/17/12, 7:50 a.m. A graphic drawing was reported. It was located on the side walk at this intersection.
INDECENT EXPOSURE, 5300 block of Abernathy Court, 12/18/12, 11:10 a.m. A resident reported a neighbor was repeatedly exiting her home naked. The case is under investigation.
BURGLARY, 7500 block of Reservation Drive, 12/19/12, 4:15 a.m. An employee reported someone was allegedly illegally inside in the recreation center. It appears nothing was stolen, and there was no sign of forced entry. Michael Nelson, 19, of Fairfax Station, was charged with burglary and possession of drug paraphernalia.
FAIR OAKS DISTRICT STATION (DISTRICT 8)
ASSAULT, 3300 block of Willow Crescent Drive, 12/13/12, 2 a.m. A 24-year-old victim was walking home when the suspect approached and began choking the victim. The victim struggled and freed himself. The suspect fled. The victim was not injured.
BURGLARY, 3900 block of Bokel Drive, 12/14/12, 6:15 a.m. A resident reported someone entered the home and stole a purse. Entry was made with garage door remote from an unsecured vehicle.
GRAFFITI, 5400 block of Willow Forest Court, 12/15/12, 9:45 p.m. A citizen reported graffiti at a community playground. The shelter, a table, and a slide were vandalized.
BURGLARY, 11300 block of Bulova Lane, 12/19/12, 4 p.m. A resident reported someone entered the home but nothing was stolen. Forced entry was made through the front door.

ANIMAL BITE, 2900 block of Espana Court, 12/15/12, 5 p.m. A mail-carrier was allegedly bitten while on delivery by a medium sized dog. The dog was routinely quarantined and Guyla Mhoon, 40, of Fairfax, was charged with having an unlicensed dog.
