Exposure Arrest in Falls Church

            On Monday, March 16, at around 6:20 p.m. police were called to the 3400 block of Carlyn Hill Drive for the report of a man exposing himself to several children playing outside.

            Responding officers located the children near a basketball court. An investigation determined that a man wearing only a T-shirt and underwear approached several Falls Church area boys between the ages of 7 and 14 who were playing at the basketball court. The man allegedly exposed himself to the boys and returned to his apartment where he exposed himself again from his balcony.

            While police were investigating the incident, the suspect returned to the scene wearing shorts. Richard H. Lam, 38, of 3403 Carlyn Hill Drive Apartment 12 in Falls Church was arrested and transported to the Fairfax County Adult Detention Center where he was charged with three counts of indecent liberties with a child.
