Police Planner Nationally Recognized
John Kapinos was recognized as “Planner of The Year” by the International Association of Law Enforcement Planners at their annual conference in St. Louis, Missouri, September 17, 2009.
Kapinos joined the Fairfax County Police Department in the newly created position of strategic planner in 2005 after serving 25 years with the Montgomery County, Maryland Police Department. His position is primarily responsible for developing tools to help identify strengths, weaknesses, opportunities and threats pertaining to the functions of the police department. Kapinos also serves on the Fairfax County Balanced Scorecard and Performance Measurement Teams where he researches and develops performance measurement standards that may be applied to other local government agencies.
According to Colonel David M. Rohrer, Chief of the Fairfax County Police Department, “John Kapinos has worked in partnership internally, as well as with our stakeholders and community partners, over the years, and has helped to identify clear, strategic objectives for units throughout the agency. These processes and protocols have been instrumental to our development as an agency, as we continue to provide our residents with premium law enforcement and public safety services.”
The International Association of Law Enforcement Planners (IALEP) is composed of people working in the area of planning and research for criminal justice agencies. Together, they share information about the latest innovations, issues, and contemporary challenges faced by criminal justice agencies. IALEP serves as a forum to exchange ideas, programs, techniques and policies.
