Four Charged with Child Abuse and Neglect
West Springfield Police District – Following a three month investigation, police have charged four adults with felony child abuse and neglect.
Police began their investigation after receiving information that an infant had ingested an unknown amount of an opiate at his home in the 8100 block of Loving Forest Court on July 19, 2009. The five-month-old boy was under the care of babysitters while his mother and father went out. The baby ingested heroin while the babysitters allegedly left him momentarily unattended in the home.
The boy’s parents, Marilyn Fischl, 35 and Rafael Preston, 30 of 8135 Loving Forest Court were both arrested on October 29, 2009 and charged with felony abuse and neglect. Fischl was also charged with possession of heroin and drug paraphernalia. The babysitters, frequent guests and friends of the family, were identified as Patrick M. Hall, 41 of 173 Telegraph Road, Stafford and Erin C. Flynn, 31 of 833 Walker Road, Great Falls. Hall was charged with felony abuse and neglect on November 3 and a warrant for felony abuse and neglect was served on Flynn who was already in the Fairfax County Adult Detention Center on other charges.
The baby is currently living with relatives and is doing well.
