UPDATE: New Developments in Pursuit and Shooting in Falls Church

McLean Police District – Police charged Joseph Lawrence Michel, 50, with felonious assault on a police officer and attempted malicious wounding of a police officer on Tuesday, November 9. Warrants were served after Michel was released from the hospital on the same day. He is currently being held without bond at the Fairfax County Adult Detention Center.
Commonwealth's Attorney Raymond F. Morrogh, meanwhile, has informed Colonel David M. Rohrer, Chief of the Fairfax County Police Department, that he finds no basis for criminal liability on the part of PFC Paul Cable, the officer who shot and wounded Michel on Thursday, November 4. Cable is assigned to the McLean district station. He has seven years of law enforcement service, two of them with the FCPD.
The administrative investigation continues. Detectives ask anyone who may have witnessed this incident to please call the Criminal Investigations Bureau at 703-246-7800.

UPDATE: Police Identify Suspect
McLean Police District - Police identified the man involved in the pursuit in the Falls Church area on November 4 as Joseph Lawrence Michel, 50, of no fixed address. Police have charged Michel with grand larceny; additional charges are pending further investigation.
Police Investigate Pursuit and Shooting
In Falls Church Area
McLean Police District – Police are conducting an investigation
following events that took place this afternoon in the Falls Church area.
Police responded to a report of a suspicious person in the 2900 block of Westcott Street in Falls Church shortly after 4:30 p.m. on Thursday, November 4. Upon arrival at the incident an officer approached a man in a Mercedes that police had verified was a stolen vehicle. A physical altercation between the man and the officer took place, the man then fled through the nearby neighborhood. A second officer came to assist the initial officer and joined in the foot pursuit. The man was able to elude officers, running through yards and between homes, looping back toward where the officers had parked. He then got into one of the officers’ cruisers and fled. Officers pursued the man who ended up driving back to the Mercedes; exited the cruiser and jumped back into the Mercedes.
A second pursuit followed. Officers made several attempts to stop the Mercedes using their vehicles, but were unsuccessful. The pursuit continued down Graham Road where the driver encountered stop sticks that an officer had placed at Oakland Street in an attempt to bring the Mercedes to a stop. The driver avoided striking the stop sticks, turned his vehicle and headed back in the direction toward the officer. Shots were fired which struck the driver. The vehicle continued down Graham Road and turned westbound onto Route 50 where it came to a stop. Officers exited their vehicles. They rendered first aid and the man was transported to Inova Fairfax Hospital where he remains in non life-threatening condition.
The investigation is continuing and charges are pending.
