Two Charged in Large-Scale Narcotics Operation

            A large-scale, multi-million dollar narcotics investigation has netted the arrest of two men with alleged associations to a drug cartel. A joint investigation began in May when undercover officers began communicating with the two men via email.

            Over the course of several months, the undercover officers made numerous large purchases of crystal methamphetamine and received samples of pure cocaine from the two men, Marcos Caballero-Moreno and Juan Alfredo Sanchez Velasquez. The narcotics were shipped to the officers by mail and in some instances they were delivered in person when the parties met at locations outside Fairfax County.

            At their final meeting on August 26, the two suspects were arrested by local and federal officers in the Los Angeles, CA area on outstanding Fairfax County warrants. Marcos Caballero-Moreno, 54, of no fixed address, was charged with distribution of cocaine, three counts of distribution of methamphetamine, three counts of transporting narcotics into the Commonwealth and two counts of conspiracy to distribute methamphetamine.  Juan Alfredo Sanchez Velasquez, 39, of no fixed address, was charged with distribution of cocaine, three counts of distribution of methamphetamine, three counts of transporting narcotics into the Commonwealth, two counts of conspiracy to distribute methamphetamine and money laundering. Both men are currently incarcerated in Los Angeles, CA awaiting extradition.

            In all, the methamphetamine purchased had a local street value of approximately 2 million dollars. Additionally, the suspects reportedly conspired to sell the undercover officers large quantities of crystal methamphetamine on a monthly basis which would have had a local street value of more than 8.5 million dollars per month. They also offered to sell the officers approximately 1.4 million dollars of pure cocaine on a regular basis. The Fairfax County Police Department extends their gratitude to the Shenandoah County Sheriff’s Office, the Bureau of Alcohol, Tobacco and Firearms and Explosives-Martinsburg Field Office, the Pasadena Police Department and the Los Angeles Police Department for their assistance in this investigation.
