Franconia Station Valor Award Recipients

On Monday, June 6 at the Hilton McLean Tysons Corner the Fairfax County Chamber of Commerce held the 33rd Annual Valor Awards, honoring Fairfax County’s finest public safety and law enforcement personnel. Seven officers from the Franconia Police District were recognized. They all received a Lifesaving Awards.

Second Lieutenant Michael E. Johnson, Master Police Officer Robert Dalstrom and Police Officers First Class Tiffany Horton and Steven P. Kaganowich responded to a call on March 18, 2010 for a 25-year-old man who threatened suicide. They eventually found the man hanging from roof supports in a shed in the back yard. They were able to cut him down and continue CPR until rescue personnel arrived. The family made the decision several days later to discontinue life support due to severe brain damage.

PFC Kaganowich was awarded an additional award for actions he took on July 21, 2010. A man collapsed while running on the track at Hayfield Secondary School. PFC Kaganowich and a passerby were first on scene and began CPR. The man was conscious and alert on his way to the hospital and expected to make a full recovery.

On January 6, 2010 in deep snow, Sergeant Trafton C. Parr responded to a home were a neighbor found his 52-year-old friend unconscious on the floor. Sgt. Parr was able to calm the caller and the two initiated and continued CPR to near exhaustion until medical personnel arrived. The man died a short time after arriving at the hospital.

A car was first noticed on March 22, 2010 next to the Mason Neck Federal Wildlife Refuge. A couple of days later the owner, a 53-year-old woman, was reported missing. PFC Scott A. Cole and several officers initiated a search, and with the assistance of FCPD K9 Shnoz, the woman was located 200 yards off a path partially buried in a thicket of brush.

PFC Shannon L. Sams received a Lifesaving Award for her actions on March 26, 2010. She arrived with another officer and her supervisor to a call for help where a 62-year-old man was not breathing and unconscious. PFC Sams took control of the situation and initiated CPR. She continued for some time even though most were not optimistic the patient could be resuscitated. Paramedics, with their advanced life-support equipment, were able to stabilize and transport the man to the hospital.
