Fairfax County Police Department Franconia Shoulder Tap Operation
On Wednesday, February 22, officers from the Franconia District Station, along with a member of the Traffic Division, conducted a “Shoulder Tap” operation at four locations in the Franconia District. Fairfax County police cadets, dressed in plain clothes, attempted to have adults purchase alcohol for them in violation of Virginia State Code 4.1-306. If asked by the adult if they were 21, cadets were told to respond with their true age. Locations of this enforcement were parking lots of businesses that possess state ABC licenses to sell alcoholic beverages. This undercover operation was conducted using a team, consisting of one cadet, two plainclothes officers and one uniformed officer serving as a security/arrest team. As a result of this operation, 32 adults were approached. Two arrests were made for illegal purchase of alcohol for a minor. The following are the locations and results of this operation:
