Fairfax County Police Department Citizen Calls Lead to Multiple Arrests
Officers of the Franconia Station credit alert residents with making the calls that lead to the apprehension of a group, all charged with soliciting without a license. However, there is evidence that the group may have had other motives far more sinister. On Thursday, September 27, around 3 p.m., several residents called stating that there were unknown persons knocking on their doors and attempting to sell magazines. The neighborhood does have “No Soliciting” signs posted. Some of the suspects claimed to be collecting money that went to charitable organizations. Others stated they could win European vacations for their volume of sales. They claimed to be working for NCS (National Circulation Services). There are allegations of fraud associated with people paying for magazines sold by this company that they have never received. Officers responded and arrested Justin Andy Horn and Joshua L. Lyman of Massachusetts, James Michael Jennings of Washington state, and Cody C. Wright, no fixed address. None of the arrested subjects had solicitor’s licenses. This case is a perfect example of the community and the police working together to protect the community. Please, do not hesitate to make the call!
