Merrifield Town Center Rezoning Application
Merrifield Mixed Use LLC has filed an amendment to its pending rezoning application RZ 2005 PR 041 for its proposed development of a major portion of the Merrifield Town Center revitalization area. The land area in this application has been expanded to include the two "Schwarzmann" parcels (Tax Map Nos. 49-3-((1))-81A and 82A) at the corner of Hilltop Road and Eskridge Road, and now totals approximately 31.37 acres. The application is located on the south side of Lee Highway, is zoned Industrial, and is currently developed as a Multiplex Cinema; United Rentals occupies the Schwarzmann parcels.
The Applicant proposes to relocate the existing cinema to the rear of the project, as a focal point at the end of Festival Street, and to construct a mixed-use "Town Center" development. The Board previously approved inclusion of approximately 12,646 square feet of Hilltop Road right-of-way in the application. With the addition of the Schwarzmann parcels, and the proposed realignment of Eskridge Road (to the west to align with Merrilee Drive on the north side of Route 29) as part of the major transportation improvements contemplated by the Comprehensive Plan, the Applicant now requests inclusion of approximately 2,314 square feet of Eskridge Road as part of its proposed project; this minor piece of right-of-way will likely be abandoned/vacated because the improvements designed for Lee Highway and Eskridge Road swing Eskridge Road to the west, leaving this 2,314 square foot area as an unimproved strip of land between realigned Eskridge Road and a major frontage location for the Town Center.
The Applicant is seeking Board authorization to include the right-of-way within its rezoning application boundary.
Mr. Chairman, I move that the Board of Supervisors authorize the inclusion of a total of approximately 2,314 square feet of Eskridge Road right-of-way adjacent to Tax Map Parcel 49 3-((1))-82A, as shown on the attached plat, in rezoning application RZ 2005-PR-041 (in addition to the 12,646 square feet of Hilltop Road right-of-way already included in the approximately 31.37-acre application).
This motion does not relieve the Applicant from complying with all regulations, ordinances, or adopted standards, and does not prejudice the consideration of the rezoning application or future abandonment/vacation requests in any way.
