2005 Providence District Land Use Seminars

Interested in demystifying the land use and planning process in Fairfax County?

This spring/summer my office, in conjunction with a variety of citizen groups, hosted a series of meetings to give Providence residents the opportunity to learn more about land use issues. County staff and consultants facilitated the meetings and covered a wide range of topics that are integral parts of the planning and zoning processes. Topics included legal and state requirements, the County Zoning Ordinance, by right development, the Comprehensive Plan, rezonings, proffers, transportation and transit planning, traffic demand management, public facility and environmental planning, storm water management, and tree preservation, among others. The Land Use Seminars was hosted in four sessions. I would like to extend my sincerest appreciation to all of the participants of these events, especially to the residents who took time out of their busy schedules to came and learn as well as to share their knowledge and expertise.

  • The 2232 Process: a synopsis of the public review of proposals including schools, parks and utilities.
    Presenter: David Marshall of the Department of Planning and Zoning, Planning Division.


  • The Responsibilities of the Zoning Evaluation Division of the Department of Planning and Zoning: A summary of both the Rezoning and Special Exception processes.
    Presenters Tracy Swagler and Susan Langdon, Zoning Evaluation Division.

First Seminar

  • Introduction to State of Virginia Legal and Legislative relationships to land use including discussion of the separation of powers and the Dillon rule.
    Presenter: Karen Harwood, County Attorney's office.

  • By-Right Development. What is it, who's right is it and who says it is right?
    Presenter: Bruce Nassimbeni, Department of Public Works and Environmental Services.

  • Overview of the Zoning Administration Division including Zoning Enforcement.
    Presenter: Bill Shoup, Division Director Zoning Administration.


    The seminar format included the discussion panelists; presentation of an overview of the project and gathering of community feedback and suggestions by UrbanTrans Consultants; and Q&A session. Background information and agenda was provided at the seminar.
