Temporary Extension of the
James Lee Conservation Plan
The Board of Supervisors adopted the James Lee Neighborhood
Improvement Program and Conservation Plan on December
8, 1980. The Conservation Plan's controls, regulations
and standards to guide the conservation and rehabilitation
in the community, are set to expire on December 8, 2005.
However, James Lee community representatives have requested
that the Conservation Plan be amended to extend the
timeframe, among other things.
Conservation Plan provides that any proposed amendments
shall be submitted to the Fairfax County Redevelopment
and Housing Authority (FCRHA) for a public hearing,
prior to the Board taking action.
I move that the Board approve an emergency resolution
to extend the effectiveness of the James Lee Conservation
Plan temporarily for 60 days from today, November 21,
2005, to allow the Housing Authority to hold a public
hearing on December 15th on a proposal to amend the
expiration date of the Conservation Plan by six months
to June 15, 2006.
further move that the Board authorize a public hearing
on January 9, 2006 for a six
month extension, which will allow adequate time to obtain
public input on any proposed
amendments to the Conservation Plan and to coordinate
with the appropriate County
agencies which must review proposed final amendments
to the Conservation Plan.
a portion of the Conservation Plan is located in the
City of Falls Church, which also adopted the Conservation
Plan in 1980, these temporary extensions would only
apply to the Conservation Plan area within Fairfax County's
jurisdiction. To ensure that the County and City effectively
coordinate the extension and possible modifications
to the Conservation District Plan, I move that the appropriate
Fairfax County Redevelopment and Housing Authority (FCRHA)
staff coordinate with their counterparts in the City
of Falls Church.
