Native
Plant Transplantation Proffer
Mr.
Chairman:
I
recently met with representatives of two environmental
nonprofit organizations; Earth Sangha and Land and Waters,
to discuss how the Board of Supervisors could assist
them in their efforts to transplant native plant species
from parcels of land slated for development. One of
their primary problems was their inability to easily
gain access to parcels of land before development proceeded.
I suggested that the Board might be able to facilitate
access to sites that are being considered for rezoning
by formulating a native plant transplantation proffer.
I have attached to this Board Matter a Draft Standard
Native Plan Transplantation Proffer and literature describing
the missions of both Earth Sangha and Land and Waters.
To further facilitate the rescue and transplantation
of native species
I
therefore move that, the
attached Draft Standard Native Plan Transplantation
Proffer be distributed to the Department of Planning
and Zoning and Fairfax County Urban Forestry to assist
with helping nonprofit environmental organizations gain
access to development sites to facilitate the rescue
and transplantation of native plants before the initiation
land disturbing activities.
Draft
Standard Native Plant Transplantation Proffer
The
intent of this proffer is to facilitate an opportunity
to rescue native plant species before the initiation
of land disturbing activities. Except for the conditions
identified below, the implementation of this proffer
will in no way interfere with the land development process
after approval of this rezoning. To that end, the developer
of this rezoning will cooperatively work with the District
Office, the Fairfax County Department of Urban Forestry,
Earth Sangha and Land and Waters to coordinate an opportunity
for the removal and transplantation of native plant
species located outside tree save areas. In order to
facilitate the rescue and transplantation of native
plants prior to the initiation of land disturbing activities
the developer of this rezoning will mark the general
area of the tree save areas immediately after approval
of this rezoning and will notify the District Office,
Earth Sangha and Land and Waters twice; immediately
after approval of this rezoning and at the time of the
second site plan submission. Marking of the tree save
areas immediately after approval of this rezoning and
the implementation of the two part notification process
will constitute fulfillment of this proffer.
