BOARD
MATTER
Mr.
Chairman: As you and our colleagues are aware, Transportation
System Management (TSM) and Transportation Demand Management
(TDM) have been topics of discussion in Providence District
for the last few years. After a recent meeting with
staff on this subject, I feel it is time that our County
takes a serious look at ways to make TDM part of the
overall "package" in land use and development
in Fairfax County.
I
offer this Board Matter in the same spirit as the pedestrian
improvements initiative was discussed in July 2002.
At that time, the Board of Supervisors initiated a comprehensive
Pedestrian Program for Fairfax County and provided dedicated
resources to meet specific goals. Consideration of TDM
is also in concert with the Chairman's Transportation
Plan and also recent resolutions approved by the Planning
Commission.
Therefore,
I move that the Department of Public Works and Environmental
Services, Department of Transportation, Department of
Planning and Zoning, Office of the County Attorney and
other agencies as appropriate form a staff working group
to examine:
- Best
practices in TDM
- What
we as a County are currently doing with regard
to this subject
- Recommendations
for what we need to do
- Budget
requirements, obstacles and considerations
- Opportunities
for inclusion of this subject in the upcoming Transportation
Plan Update
At
the conclusion of this analysis, I move that this working
group report back to the Board with recommendations
on this subject and at that time, the Board further
act on this matter.
