Notice of Availability of Application for Project-Based Housing Choice Voucher Assistance for Homeless Veterans

The Fairfax County Redevelopment and Housing Authority (FCRHA) is pleased to announce the  availability of up to 35 Housing Choice Vouchers for Project-Based Rental Assistance (PBA) for  housing rented to homeless veterans and their families referred and receiving case management and supportive service from the Veterans Affairs Medical Center (VAMC). The selection of a proposal is conditional and subject to the successful award of funding in response to the FCRHA’s application to HUD for available set-aside funding for Veterans Affairs Supported Housing (VASH) project-based vouchers.

The U.S. Department of Housing and Urban Development (HUD) allows applications for new construction or rehabilitated units in addition to existing housing, but preference points will be awarded for applications with housing that is ready for occupancy within 30 days of selection and award of the HUD set-aside funds. Existing housing is that which requires less than $1,000 per assisted unit (including the unit’s prorated share of any work to be accomplished on common areas of systems) to meet Housing Quality Standards (HQS), excluding housing for which new construction or rehabilitation has started. Consequently, the FCRHA will score applications for project readiness incorporating HUD’s criteria. Rent subsidy contracts are available for periods up to 10 years, subject to annual appropriations.

The FCRHA will rank each application based upon weighted selection criteria. The criteria include: Project Readiness: Maximum Points – 25; Supportive Services: Maximum Points – 25; Poverty Rates: Maximum Points – 15; Experience of the Owner/Developer: Maximum 15 Points; Feasibility of the Project: Maximum Points – 20 for a Total Possible Score of 100. Required minimum thresholds include that the units be standard, non-luxury multi-family or townhouse units meeting Housing Quality Standards, Site Control in the form of a long-term lease or deed, and a minimum application score of 70 points. Vouchers will be awarded to the applying housing provider(s) based on the highest total score that also meets the minimum thresholds.

Interested owners must submit an application form that may be obtained from the Fairfax County Department of Housing and Community Development (HCD) at the office listed below. Successful applicants will be notified in writing by Monday, Jan. 3, 2011.

Applications will be accepted from Monday, Nov. 8, until 4 p.m. on Wednesday, Dec. 7, at the HCD office on Pender Drive in Fairfax.
