HILP Program Temporarily Closed to New Applicants


The Department of Housing and Community Development (HCD) is not accepting new applications for the Home Improvement Loan Program (HILP) at this time.  A notice will be posted on this website when the HILP program is able to resume accepting new applications. 

Depending on what home improvements you need, you may want to check out the eligibility requirements for the following programs or services:

  • Cooling Assistance Program - 703-324-7500
  • LIHEAP Low Income Home Energy Assistance Program (State) - 1-800-230-6997
