The claims management program monitors
the progress of all county Workers' Compensation and liability
claims by providing the necessary coordination between
the claims service company and various county agencies.
The program also internally administers all self-insured
claims such as public officials and police professional
liabilities, real property, and vehicle collision and
comprehensive claims.

The goal of the rehabilitation program
is to assure the injured and disabled employees receive
timely medical and rehabilitative assistance to reach
maximum medical improvement and return to productive employment
within identified physical limitations. Research has shown
that returning to work, even in a limited capacity, helps to
promote full recovery. For this reason, Fairfax County
offers injured employees temporary modified assignments,
based on their current work capabilities, as determined
by their treating physician. In 1995, Fairfax County's
Rehabilitation Program received the NACo (National Association
of Counties) Achievement Award for excellence.

The insurance program assures that the
county's financial integrity is protected through a combination
of commercial insurance and self-insurance. The program
is responsible for procuring and maintaining the county's
commercial insurance coverage to protect valuable county
assets, such as buildings, contents, computer hardware
and software, library books and other high valued inventory.
Coverages are also purchased to provide for employee and
public officials bonding requirements and excess liability
and workers' compensation exposures above a self-insured
retention.

This program element involves evaluating
operational risks and identifying methods of treatment
and mitigation of these risks. Other responsibilities
under this program area include the monitoring and allocation
of costs associated with losses to various general fund
and non-general fund agencies as a means of accountability;
contractual transfer of risk, inventory management of
all of the county's insurable assets, development of appropriate
policies and procedures, and countywide training related
to this program element.

The safety management program is responsible
for countywide safety and loss prevention services. The
program goals are to reduce the frequency and severity
of accidents resulting from county operations. This is
accomplished through a variety of methods such as safety
inspections and audits of county facilities/operations,
loss analysis of services and operations, and development
of safety-related policies, procedures and related training
programs for county employees.
