Rehabilitative Services Incentive Fund For Fiscal Year 2009

The Fairfax Area Disability Services Board (FA-DSB) invites proposals for project funding. The selected projects will benefit people with physical and/or sensory disabilities who reside in Fairfax City, Fairfax County and/or the City of Falls Church.

The State Department of Rehabilitative Services (DRS) intends to make Rehabilitative Services Incentive Fund (RSIF) seed grants available for the Fiscal Year 2009. The DRS provides the grant funds and the Virginia Disability Services Council (DSC) reviews the applications and awards the grants.

Each local Disability Services Board may select and endorse one grant project for consideration by the DSC for FY 2009. $15,000 in RSIF funds is available for individual projects and the applicant must produce a cash match of 10%. The DSC will approve only one project for each local Disability Services Board.

The FA-DSB is soliciting memoranda of interest from non-profits and other community groups. The FA-DSB will select one grant project based on the information provided in the memoranda of interest. The FA-DSB will then consult with the organization to develop a strong grant application proposal for submission to DRS.

Interested organizations may download a "Memorandum of Interest" (Microsoft Word, 42kb) and the State of Virginia's Rehabilitative Services Incentive Fund Guidelines (PDF, 34kb), an explanation of the process by which an RSIF grant is awarded. The sections of Fairfax Area Disability Services Board's 2006 Needs Assessment (PDF, 138kb) that justify your proposed services have to be referenced in your Memorandum of Interest. In order to comply with the tight timeline sent to us by DRS, your completed Memorandum of Interest must be received by the FA-DSB no later than 5 p.m., Friday, February 29, 2008. RSIF Timeline for Fiscal Year 2009

  • February, 2008 - Grant Application Package mailed to Disability Services Boards
  • February 29, 2008 - Memos of Interest must be received at Disability Services Planning and Development by 5:00 p.m.
  • April 15, 2008 - The Grant Application of the organization with the top rated memo-of-interest must be received at Department of Rehabilitative Services, Richmond by 5:00 p.m.
  • May, 2008 - Disability Services Council Meeting to make grant awards
  • May, 2008 - Notification of Award letters will be mailed to Disability Services Boards
  • June 1, 2008 - Grant Contracts will be initiated (June 1, 2008 - May 31, 2009)*

*All equipment must be purchased and delivered by April 1, 2009.


 

Needs Assessments

The Fairfax Area Disability Services Board's needs assessment identifies local needs, services gaps, priority populations, and services for people with physical and/or sensory disabilities. State law requires that these needs assessments be updated every three years (Code of Virginia § 51.5-48). The needs assessment is the planning document for the Fairfax Area Disability Services Boards in recommending proposals for the Rehabilitative Services Incentive Fund Grants.
