Jail Liability

Lawsuits have become the weapon of choice in our times. As a deputy sheriff and a professional working in a jail you should not be victimized by lawsuits. Inmates challenge you with every bit of intellectual and physical power they possess and try to provoke you to anger. Although you try to do the right thing, mistakes happen. Also, people make false accusations against you. This two-day seminar will provide a few steps and techniques that will help reduce or eliminate the threat of legal liability arising from your day to day job performance. You will gain the freedom to react promptly and fairly to every challenge you face.

Closed Enrollment. Growing acts of violence at courthouses and against the judiciary across the United States have highlighted the need to ensure that adequate levels of security are in place to mitigate threats of violence. These acts of violence, although appearing random, are often preceded by a clear pattern of incremental steps carried out by the assailant prior to the act of violence. This seminar introduces attendees to basic tenets of Judicial Threat Management, inappropriate contacts and communications, the path to intended violence, effective and predatory violence, inhibitors to violence, and the importance of managing judicial threats.

Leadership Essentials I top of page

Students must be nominated by their commanders for this training. Module II will be announced at a later date. The “Leadership Essentials for Supervisors Series” will explore the complexity of leadership in the 21st century. Students will be challenged to contrast and compare “conventional thinking” with “new generational thinking” and their relationship to the leadership competencies and practices necessary to lead people and teams in these dynamic times. There are two 40-hour modules in the series, and each module will use presentations, class discussion, practical exercises, case studies and psychometrics to accomplish the program outcomes.

Leadership Liability and Risk Management top of page

The class explores the principles and concepts associated with civil liability and police misconduct with an emphasis on the “hot issues” that confront management on a continuing basis. This course provides a foundation for mitigating and possibly negating liability for police administrators and supervisors. Some topics covered are: the scope of liability as it pertains to use of force, vehicle pursuits, high risk enforcement operations, off-duty employment; the need for strict, uniform standards; management responsibility and oversight; and emerging trends in police liability.

Legal Updates top of page

This will fulfill your 4-hour legal requirements for MIR. These 4-hour blocks of legal updates will provide an overview of current legal issues and court decisions.

LIDAR top of page

This is a Basic LIDAR school for officers that need to be trained and certified in the use of LIDAR. It is open to any officer that has been trained and certified in RADAR that wishes to be trained and certified in LIDAR. This class can also be taken as a refresher class for LIDAR.

Mastering Performance Management, Supervision and Leadership top of page

This course will focus attention on the following areas: how leadership is changing, ethics and values, managing individual differences, communicating in friendly and hostile situations, performance appraisals, problem solving, managing in crisis situations and civil liability. Other “hot topics” that will be covered are sexual harassment, ADA, technology, budgets, and public confidence in law enforcement.

Patrol Traffic Enforcement top of page

Students must bring their Virginia Code books to class. Suggested Dress: Students will need gun belt for Day 2 practical and full uniform for Day 3. This class is designed to train officers in the detection and enforcement of traffic violations. Officers will also learn traffic management techniques and problem solving. The course will include: Motor Vehicle Code, high risk vehicle stops, commercial vehicle enforcement, tint meter training, standardized field sobriety tests, and emergency traffic management. Much of the class will be hands-on in the field as students will participate in practical exercises, direct and control traffic, and enforce traffic regulations with instructors. Students will be given a Motor Vehicle Code Book and traffic key in the class.

Photography for Law Enforcement

Prerequisite for “Accident Investigation” and “Crime Scene Procedures.” This 5-day course covers basic photography for patrol officers and investigators. Such topics as camera operation, flash photography, film selection, depth-of-field, scale photography, digital photography, and crime scene documentation are covered. The class will also cover specialized photography techniques such as painting with light, time exposure, and evidence photography. This course is a “hands-on” opportunity for officers and detectives to learn and perfect their photography skills. Cameras and film are provided by the Academy.

Police, Crime and the Elderly top of page

Designed to increase an understanding of the aging process and the nature and scope of some problems experienced by the elderly, the course will acquaint officers with the role of Adult Protective Services and the officer’s duty to report suspected abuse, neglect and exploitation. Participants will examine the role of law enforcement in dealing with circumstances that affect the elderly, such as Alzheimer’s Disease. Instructors will include a geriatric psychiatrist and representatives from AARP and the Alzheimer’s Association.

Practical Kinetic Interview and Interrogation Techniques top of page

This seminar will focus on interview and interrogations and provide techniques to detect deceit in both verbal and nonverbal communication. One of the major skills necessary in community policing is the ability to interview people to determine the community's concerns to facilitate finding solutions.

Practical Kinetic Interview and Interrogation Techniques—Advanced top of page

Prerequisite: Interview and Interrogation Techniques. This advanced level seminar will expand and enhance interview and interrogation skills learned in the basic class. This class will include practical exercises of interviews with prisoners.

Pre-Retirement Seminar top of page

NOTE: Any Police Department or Sheriff's Office employee, sworn or civilian, may attend but they must know in which retirement system they are enrolled. Find the information on a pay stub or from the payroll section. You may bring your spouse to class on any or all of the scheduled days. The first day of class may be especially beneficial for your spouse since benefits will be covered and the class agenda for the week will be distributed. This seminar is designed to assist pre-retirees in successfully planning and preparing for their future. The seminar will cover psychological aspects of retiring, goal setting, job search and new careers, resume writing, financial planning, and other subjects pertinent to retirement.

Prescription Drug Abuse and Diversion Investigation top of page

This course will provide the student with a national overview of the abuse of prescription drugs (DAWN and NSDUH studies), an understanding of the Controlled Substance Act as it applies to prescription controlled substances and a description of prescription drug crimes and their victims. For officers, suggestions will be provided for the targeting, investigating and reporting of these offenses. Actual case examples will be used throughout the program. One major case investigation will be presented. Each student will be given a packet containing resource materials on the diversion of prescription drugs that may be useful to their departments and communities. Drug bibles will be raffled at the end of the program. The instructors are retired law enforcement officers.

Presenting Effective Courtroom Testimony

This course is designed to provide the Police Officer, Criminal Investigator, Federal Agent or anyone involved in law enforcement with effective skills to improve their court presentation. In today’s law enforcement environment it is not uncommon to find yourself on the witness stand in either criminal or civil court at the Local, State or Federal Level. Court is the end result of any police investigation, and effective testimony and presentation skills are critical in obtaining a successful outcome. A law enforcement witness with a full understanding of court procedure, public speaking skills and defense attorney strategies is a crucial link in effective criminal prosecution.

Public Speaking 101 top of page

This five-day interactive session focuses on identifying and dealing with the basic things that get in the way of effective public speaking. Getting those butterflies to work for you is critical to your success. The workshop explores body language, eye contact, effective vocal techniques and effectively dealing with nerves. This workshop is not for the faint of heart; participants are expected to do “hands-on” exercises and role plays in order to begin their journeys to effective public speaking. This course is highly recommended for FTIs, school resource officers, those involved in community policing, and those preparing for the oral presentation part of promotional assessment centers.

Roadside Interview and Interrogation

This two-day course will provide the street patrol officer, deputy sheriff and drug interdiction officer with the knowledge and understanding of verbal, non-verbal, and emotional responses of a subject of a vehicle stop. This understanding of a subject will assist the officer or deputy conducting the roadside interview in detecting deceptive signals and stress response answers.

Robbery Investigations top of page

This two-day class will present both time proven and innovative methods in conducting successful robbery and kidnapping investigations. This program will provide an enhanced look at techniques that will lead to more productive witness interviews, crime scene processing, evidence evaluation and case tracking. Current trends and video evidence will be analyzed.
