Social Needs refers to people considered to be vulnerable, at-risk, or hard to reach in the event of an emergency, but who are not medically dependent. These people may require targeted communication, transportation support, or sheltering in the event of an emergency.

People may be included in the social needs population by reason of:

Disability
People with sensory disabilities (e.g. visual, hearing and speech disabilities), psychiatric disabilities, intellectual disabilities, and physical disabilities; but they do not meet the definition of Medical Needs.
Limited Language Proficiency
People with limited or no ability to speak, read, or write English or who possess low literacy skills in any language.
Age
People whose age may exacerbate their vulnerability to emergencies, such as older adults and children.
Economically Disadvantaged
People with limited financial resources to prepare for and respond to an emergency.
Public Transportation Dependent
People without access to privately owned vehicles who use the region’s taxi, public bus and rail transportation, and paratransit services.
Cultural or Religious Isolation
People whose cultural or religious beliefs may isolate them from information and resources in an emergency.
Digital Divide
People without access to information delivered through technology.
Household Pets and Service Animals
People with household pets and service animals as defined by federal statute.
Incarceration
People incarcerated are included in the Fairfax County Sheriff Office’s emergency response plans.
Licensed Facilities
People residing in or attending licensed facilities, such as nursing homes, hospitals, assisted living facilities and day-care centers are covered by the facility evacuation plans required by state law and licensing regulations.
