January 9, 2002 Minutes - Trails and Sidewalks Committee


Members Attending: Deborah Leser (Sully District), Bruce Wright (Hunter Mill District), Kevin Brugman (Mount Vernon District), Donald Emerson (Providence District), Bunyan Bryant (Mason District), Mary Flowers (Clifton Horse Society), Walter Brodtman (WABA), Dan Iglhaut (NVRPA), Ann Bennett (At-Large), Jenny Pate (FCPA), and Paul Johnson (NVBIA).

Staff Attending: David Marshall and Sheng-Jieh Leu (DPZ), and Wendy Jia (FCDOT)

Guests Attending: Robert Michie (Lee District)

Ann Bennett called the meeting to order at 7:35 PM. She reported that Chet McLaren has resigned. Supervisor Bulova has appointed Evelyn Tomaszewski

Three changes to the minutes were recommended.

  • On Page 1, remove the reference to Accotink Creek and state: "to remove the stream valley trails within Fort Belvoir".
  • Also on Page one change "Laurie Frost Wilson will make the motion to the Commission" to the NMTC will encourage Laurie Frost Wilson to make the motion."
  • Under the section of DPW Staff, change "Kevin Brugman questioned the delay on a project" to "Kevin Brugman and Don Emerson questioned the delays on the entire trail program."

Mr. Brugman moved that the minutes be accepted as amended. Ms. Flowers seconded the motion. The motion passed unanimously.

Election: Ms. Bennett, Mr. Emerson and Ms. Leser agreed to serve as Chair, Vice-Chair, and Secretary in 2002. The members agreed unanimously to accept this slate of officers.

Out of Turn Plan Amendment: The Planning Commission hearing will be at 8:15 on January 16, 2002. The Planning Commission has kindly agreed to allow the NMTC to comment on suggested changes at the February 13 meeting. The Planning Commission will make a decision on their recommendations on February 20.

Ann Bennett will meet next Tuesday at 9:45 AM with Ms. Wilson to review all changes to date. Ms. Wilson has requested a glossary. The committee discussed several areas which are apparently causing confusion, including the difference between existing trails and planned trails and the various options addressed in the term "on-road bicycle facility".

Ms. Bennett presented some changes requested by the Great Falls citizen groups.

MOTION: Mr. Bryant moved that Item 1A, Georgetown Pike on the north side from Ellsworth Avenue to Innsbruck Ave be changed from Major Paved with Natural Surface to Stonedust. Mr. Emerson seconded the motion.

Yes - 5 No - 2 Abstained - 4 The motion passed.

MOTION: Mr. Johnson moved that the Lucy Hanes Trail from the Great Falls Library to Great Falls Elementary School be changed from none to Natural Surface. Mr. Brugman seconded the motion.

Yes - 8 No - 1 Abstained - 2 The motion passed.

MOTION: Ms. Bennett moved that Captain Hickory and Jefferson Branch streams be identified as Stream Valley Trails. Mr. Brugman seconded the motion.

Yes - 8 No - 0 Abstained - 3 The motion passed.

MOTION: Mr. Brugman moved that Springvale Road from Piney Run to Cavalcade Street be changed from none to Stonedust. Mr. Johnson seconded the motion.

Yes - 9 No - 0 Abstained - 2 The motion passed.

MOTION: Ms. Bennett moved that the Stonedust trail on Colvin Run Road from Colvin Mill Northeast boundary to the southwest boundary be changed from the existing plan to moved the trail from one side of the road to the other.

Yes - 9 No - 0 Abstained - 2 The motion passed.

MOTION: Ms. Bennett moved that Leigh Mill Road from Towlston Road to Difficult Run Stream Valley be changed from Minor Paved to Stonedust. Ms. Flowers seconded the motion.

Yes - 4 No - 4 Abstained - 3 The motion failed.

MOTION: Ms. Bennett moved that Towlston Road from Route 7 to Old Dominion Drive be changed from Major Paved to Stonedust. Mr. Brugman seconded the motion.

Yes - 1 No - 7 Abstained - 3

Wendy Jia of Fairfax County Department of Transportation made presented their recommendations. The committee asked that FDOT provide a list of train and bus stations and park and rides so that they can be added to the map and highlighted. She agreed to ask for this. In addition she recommended that the policy changes be a new priority.

Based on recommendations from Loudoun County, Ms. Leser made the following motion.

MOTION: Ms. Leser moved that the trail along the north side of Braddock Road be extended to the Loudoun County Line. Mr. Bryant seconded the motion.

Yes - 8 No - 0 Abstained - 3 The motion passed.

The committee reviewed the changes recommended for Fort Belvoir due to heightened security concerns.

MOTION: Mr. Brugman moved that all public trails proposed for Fort Belvoir with the exception of the Potomac Heritage National Scenic Trail and the Interstate Route One Bikeway, be eliminated from the Plan. Mr. Johnson seconded the motion.

Yes - 9 No - 0 Abstained - 2 The motion passed.

MOTION: Mr. Brugman moved that the stream valley trails along the Potomac River all the way from the Alexandria District Line to the Prince William District Line include stream valley trails along the Accotink Creek within Fort Belvoir be removed. Mr. Johnson seconded the motion.

Yes - 8 No - 0 Abstained - 3 The motion passed.

MOTION: Mr. Bryant moved that items 6 through 11 suggested by Mr. Donald Peterson be changed according to his recommendations. Mr. Brugman seconded the motion.

Yes - 5 No - 2 Abstained - 4 The motion passed.

MOTION: Mr. Bryant moved that the above motion be nullified. Mr. Brugman seconded the motion.

Yes - 10 No - 0 Abstained - 2 The motion passed.

Trails Recommended for Deletion from County Current Projects List: Mr. Rayyan has asked that committee members review those items in their districts and be prepared to discuss at our next meeting.

VDOT Bicycle Route Study: Bruce Wright attended the review held by VDOT this month. The map proposed by VDOT needs review by the NMTC members. Only one hard copy is available but the map is on the project web site. Comments need to be sent to Heather Wallenstrom by January 16.

Mr. Wright presented the findings of a study that showed three times more accidents with off road bike trails as with on road bike trails.

National Trails Day: Dan Iglhaut reviewed the plans for National Trails Day. It is scheduled for June 1. The second meeting to discuss the plans is scheduled for February 13 at 9:30. Directions and information are available on the NVRPA web site.

Funding Sources: Bunyan Bryant discussed the availability of funding through VDOT. Interested members should contact Heather Wallenstrom or Leonard Wolfenstein of FDOT.

Existing Trails Maps: Mr. Brugman would like to sell existing trails maps at a town meeting in Mr. Vernon on January 20. Mr. Leu will discuss it with him after the meeting. The maps are for sale in the county store for $3.00 each.
