Non-motorized Transportation Committee Meeting

Members Present- Allan Jones (Braddock), Wade Smith (Dranesville), Bruce Wright (Hunter Mill), Walter Brodtman (WABA), Dan Iglhaut (NVRPA), Rebecca Cate (FCFCA), Mike Shannon (Springfield), Paul Johnson (NVBIA), Travis Combest (Sully), Jenny Pate (FCPA)

CountyStaff Present – Sheng Leu (DPZ) and Ahmed Rayyan (DPWES)

  • Call to order – Chairman Bruce Wright called the meeting to order at 7:33 p.m. Bruce announced that Don Emerson, Providence District, has resigned from the Committee.
  • Approval of Minutes for February 9, 2005 – Minutes approved unanimously as corrected. Bruce will make corrections to minutes and repost on the NMTC website.

Budget Discussion - DPWES

Ahmed Rayyan gave a FY2006 budget presentation on the recently submitted Tony Griffith, County Executive , Budget which will be approved by the Board of Supervisors in April 2005. Although DPWES requested $20,000 for minor sidewalk projects, $1,000,000 for walkway projects, $800,000 for sidewalk replacement (with VDOT), and $450,000 for the Cross County Trail, only $300,000 was included in the County Executive ’s budget for sidewalk replacements.

Ahmed also discussed five (5) projects identified by DPWES from the November 2004 bond. The funding for the projects is $950,000 and include projects at Westmoreland St . (Dranesville), Hunter Mill Rd. (Providence), Dead Run Dr. (Dranesville) and Old Keene Mill Rd at Burke Woods Dr. and Four Oaks Lane (Springfield).

Staff Reports

A. Sheng Leu, DPZ, reported on the Mt. Vernon Trail Extension, a Federal National Parks Service (NPS) project. The trail is on NPS land; five (5) alternatives are being evaluated as part of an Environmental Impact Statement study. Sheng is following the status of this project. He has walked parts of the project which is primarily in north Fairfax County and north Arlington County . In Fairfax County the routes would mostly follow the George Washington Parkway and Turkey Run.

Sheng Leu also reported that three (3) County Comprehensive Plan Area Plan Reviews (APR’s) have been deferred. They are the Tysons Corner Urban Center , Old Centerville and the Hunter Mill Road Plans. County staff will monitor the status of these APR’s.

B. Chris Wells was not at the meeting. No report.

C. Ahmed Rayyan. No further report beyond the Budget report covered in Section III of the these minutes.

Chair Report

Bruce requested and got Committee approval to send a letter to the Fairfax County Board of Supervisors covering comments on Plan changes to the Fairfax County Park Authority Plan, Parks and Recreation Section.

Bruce also brought to the Committee’s attention that the ADC Map has recently published an updated Bike Map of Northern Virginia.

Bruce discussed the importance of the fact that the County’s Comprehensive Plan Trails Plan now includes On-Road bike routes as part of the latest approved 2002 Trail Plan. He encouraged the committee members to review the status of their District’s on-road bike routes. A discussion of how these facilities can be properly emphasized in dealing with the State of Virginia ’s Department of Transportation VDOT) is something the Committee needs to evaluate. Bruce suggested the Committee discuss this matter and then invite VDOT and County Transportation staff to a meeting to develop a plan for more effectively incorporating these facilities in road projects whether new or repaving projects.

New Business

Allan Jones discussed the status of a Robinson High School waiver request for a 4’ versus a 5’ trail along Sideburn Road . Allan has asked the applicant for more information to support their request. Allen discussed his concerns about appropriate width for passage on the narrower trail.

An announcement was made that a Greenway Conference will be held in Richmond , VA , May 1-4, 2005. More information to follow regarding the Conference.
