January 12, 2005 Minutes - Trails and Sidewalks Committee


Non-motorized Transportation Committee Meeting

Members Attending: Bruce Wright (Hunter Mill District), Kevin Brugman (Mt Vernon District), Robert Michie (Lee District), Allan Jones (Braddock District), Mike Shannon (Springfield District), Jenny Pate (FCPA), Wade Smith (Dranesville District), Walter Brodtman (WABA)

Staff Attending: Sheng Leu (DPZ), Chris Wells (DOT), Ahmed Rayyan (DPWES)

I. Call to order - Chairman Bruce Wright called the meeting to order.

II. Approval of Minutes for November 10, 2004. The November minutes were reviewed and approved as written. There was no meeting in December. Mike Shannon moved acceptance of the November Minutes. Wade Smith Seconded. Unanimous approval.

III. Staff Reports:

Department of Planning and Zoning - Sheng Leu Introduced Mr Jones, the new representative from Braddock District. Mason district, Sully and the At Large Positions are still vacant. On June 8 th the NMTC will not be able to meet in the normal place. Jenny Pate Agreed to find a new location for the meeting.

Sheng Leu attended the Potomac Heritage Trail Managers meeting. The National Park Service has $30K available for Northern VA for initial planning and signage.

The Northern VA Planning Commission is doing a study along Georgetown Pike in regards to the Heritage Trail. Wade Smith asked about the feasibility of extending the Mt Vernon Trail north to the Beltway. Mr Leu did not know the answer to that.

Department of Transporatation - Chris Wells: The Bus Stop Safety Study is finishing. This was a full assessment of every bus stop in Fairfax County. Fairfax County is coordinating the Washington Metropolitan Transportation Authority (Metro). They hope to start some construction projects in the summer of 2005. They are currently looking at various construction options.

Rte 1 is the primary pedestrian project. They have identified 20 intersection improvements. Currently budgeting for approximately 4 miles of sidewalks/trails. Completion time frame of the 4 miles is 2007.

The Priority trails for the Bond Fund. Chris provided a list of 4-year plans. Some were locally funded; others were leveraging State and Federal funds. $945 still needs to be prioritized. They need to establish multiple lists of $1M. Recommend several big projects in which over time all the districts will be represented.

Department of Public Works and Environmental Services - Ahmed Rayyan: Ahmed passed out a list of 6 proposed projects. Discussion pursued on the 6 recommendations. Regarding future projects; Drainsville is prioritizing all their projects. Suggested all the Districts do the same. Bruce Wright and Wade Smith advised that additional recommendations were long term and not to change the list of 6. Ahmed advised that the Board had just approved $200K for each of the Districts for discretionary funding.

Bruce Wright suggested that the NMTC develop a comprehensive list of future sidewalk/trail construction.

IV. Chair Report:

Bruce Wright had spoken to the Green Committee. He will post his talk on the web site. He was well received.

Bruce has put the By-Laws on the web site.

The Transportation Plan is up for review, he is going to try and get speakers for the Feb meeting.

At the Green Committee, one of the attendees suggested that we put up a list serve for county issues.

Bruce wrote a letter to the Washington Post stressing the need for a bike path along the ICC connector if it is going to be built. While he did not write it as the Chair of the NMTC, it was referenced. There was general agreement of the NMTC with the views expressed in the letter.

It was mentioned that we need to work closer with the county staff to include bike and pedestrian facilities in new and repair projects. Along those lines, what outreach needs to be done to other county and community organizations.

V. Election of Officers:

Bruce Wright renamed Chair by unanimous consent.

Wade Smith named Vice Chair by unanimous consent.

VI. New Business: Wade Smith recommended a future neeting topic, the new County Tourism Organization and bicycle tourism. Recommend we invite the committee to show all the opportunities available within the county and get their support in gaining better access.

Jenny Pate advised that the Cross County Trail Caucus would be held the 24 th of January if anyone was attending.

Mike Shannon moved we adjourn.
