Non-motorized Transportation Committee Meeting
Members Attending: Bruce Wright (Hunter Mill District), Kevin Brugman (Mt Vernon District), Allan Jones (Braddock District), Mike Shannon (Springfield District), Wade Smith (Dranesville District), Rebecca Cate (Fairfax County Federation of Citizens Associations), Gregory Galligan (At-large), Dan Iglhaut (Northern Virginia Regional Park Authority), Paul Johnson (Northern Virginia Builder's Industry Association)
Staff Attending: Sheng Leu (DPZ), Wendy Jia and David Kline (DOT), Randall Flowers (DPWES)
I. Call to order - Chairman Bruce Wright called the meeting to order.
II. Approval of Minutes for March 9, 2005.
III. Staff Reports:
Department of Transportation - Wendy Jia discussed the handout from the Transportation Plan Update. Objective 4 contains language concerning trails and sidewalks. All committee members are encouraged to review and make recommendations. Wade suggested policies regarding pedestrians. There was discussion of how the policy becomes reality including what role the various parties have in how it is implemented.
There was general discussion about whether the Trails Plan should be updated at the same time as the Transportation Plan. No decision or vote was taken.
Chris Wells reported on Bike to Work Day (Friday, May 20, 2005). A color handout was distributed. The Pedestrian Task Force reached major milestones concerning Funding and Education. Funding is based upon it's effect on the transportation network. Recommended project funding is $60,000,000 over 10 years. The report also outlined a projected education program. The task force felt that the NMTC should add VDOT and an accessibility member.
Wade Smith asked Chris if he was aware of VDOT's repaving schedule in order to get the shoulders repaved along with the travel lanes. VDOT is in the process of setting next year's priority. Chris is working with VDOT. VDOT is hampered due to limited funds.
Department of Public Works and Environmental Services - Randall Flowers reviewed various projects, both completed and pending.
Department of Planning and Zoning - David Marshall reported that Sheng Leu was in China
IV. Chair Report - Bruce gave the chair reprt. IT was included in an e-mail that was sent out, which contained comments on the Transportation Plan. Bill Niedringhaus wants to come before the committee to discuss the Potomac Heritage Trail through Ft. Belvoir.
V. New Business The Environmental Impact Study for the extension of the Mount Vernon Trail to the American Legion Bridge is underway. The national Park Service is doing a study of the Potomac Heritate Trail in the Dranesville District.
VI. Old Business Bruce asked if we need a cubcommittee to prioritize bike routes for an implementation plan.
