COUNTYWIDE NONMOTORIZED TRANSPORTATION COMMITTEE MINUTES OF THE FEBRUARY 13, 2002 MEETING

Members Attending: Deborah Leser (Sully District), Evelyn Tomaszewski (Braddock District), Bill Niedringhaus (Dranesville District), Bruce Wright (Hunter Mill District), Robert Michie (Lee District), Kevin Brugman (Mount Vernon District), Donald Emerson (Providence District), Bunyan Bryant (Mason District), Mike Shannon (Springfield District), Mary Flowers (Clifton Horse Society), Walter Brodtman (WABA), Kate Rudacile (NVRPA), Ann Bennett (At-Large), and Paul Johnson (NVBIA)

Staff Attending: David Marshall and Sheng-Jieh Leu (DPZ)

Ann Bennett called the meeting to order at 7:37 PM. Introductions were performed for the benefit of the two new appointees.

One change to the minutes was recommended. The correction of the minutes of the December minutes was changed to read: On Page 1, remove the reference to Accotink Creek and state: "to remove the stream valley trails within Fort Belvoir with the exception of Route 1 Bikeway and the Potomac Heritage Trail".

Mr. Johnson moved that the minutes be accepted as amended. Mr. Brugman seconded the motion. The motion passed unanimously.

National Trails Day: Ms. Rudacile discussed plans for National Trails Day on June 1. A meeting was held today to outline plans for events occurring throughout the region over a period of days. The NMTC needs to determine what involvement they would like to have. Ms. Rudacile will email the members of the committee the web site information.

Mr. Niedringhaus described the Ultimate Cross County Hike planned by Fairfax Trails and Streams. The hike will take place over four days and will extend from the Occoquan to the Loudoun County line north of the Dranesville District.

Ms. Flowers described the trail ride planned by the Clifton Horse Society on the Saturday before Trails Day.

Mr. Wright reported that Bike to Work Day in Reston is May 3.

Mr. Brugman described the successful introduction of the Existing Trails maps at the Mount Vernon Town Meeting recently

Out of Turn Plan Amendment

Ms. Bennett briefly described the process for the two new members. She then asked the committee to determine whether or not issues that had already been discussed and voted on should be revisited and asked if items could be voted on en bloc.Ms. Leser made a motion to not revisit issues that have already been discussed, however, Mr. Marshall indicated that the Planning Commission has requested that the committee take a position on all submissions. The motion was withdrawn.

 

MOTION: Mr. Brugman moved that the committee members vote on each group of proposals that refer to one segment of trail. The vote could let the previous decision stand, change to a new proposal or reject a new proposal. Mr. Shannon seconded the motion. The motion passed unanimously.

Countywide Regional Trail Systems:

MOTION: Mr. Brodtman moved that item 1A and 3A be accepted. These proposals would add major paved trail parallel to the Dulles Toll Road and I-66 inside the Beltway. Mr. Wright seconded the motion. The motion passed unanimously with two abstentions.

The items in the Mount Vernon District were deferred until the other Mount Vernon items are discussed.

The two Items 16 proposing to change the Bull Run Occoquan Regional Trail from its current designation to Natural Surface/Stonedust only were rejected by the committee unanimously by consensus. The trail is currently primarily Natural Surface, however within the park properties there are some small segments of asphalt trail. The FCPA and the NVRPA would like to retain the ability to use that surface when appropriate on their property.

Countywide On-Road Bike Routes:

MOTION: Mr. Wright moved that the committee let their previous decision on Item 7, Hunter Mill Road, stand. Mr. Johnson seconded the motion. The motion passed unanimously.

MOTION: Mr. Brodtman moved that the committee let their previous decision on Item 17, Lee Highway, stand. Mr. Brugman seconded the motion. The motion passed unanimously with two abstentions.

MOTION: Mr. Brugman moved that the committee delete the on road bicycle route along Item 35 Huntington Avenue. Mr. Johnson seconded the motion. The motion passed unanimously with one abstention.

MOTION: Mr. Brodtman moved that Item 41, Leesburg Pike from Alexandria to Falls Church, be accepted to add an on-road bike route. Mr. Bryant seconded the motion. The vote was:

Yes - 3 No - 5 Abstentions - 6 The motion failed resulting in no change.

MOTION: Mr. Wright moved that Item 41A Leesburg Pike from Falls Church to the Loudoun County Line be changed to add on road bike lane. Mr. Bryant seconded the motion. The vote was:

Yes - 6 No - 7 Abstention - 1 The motion failed resulting in no change.

MOTION: Mr. Johnson moved that Item 42, Route 50, be changed to add on road bicycle route. Ms. Tomaszewski seconded the motion. The vote was:

Yes - 9 No - 4 Abstention - 1 The motion passed.

Dranesville District:

MOTION:Ms. Bennett moved that the committee let the previous decision on Item 1A, Georgetown Pike North, Item 2A, Georgetown Pike South, and Item 2B stand. Mr. Brugman seconded the motion. The vote was:

Yes - 11 No - 2 Abstention - 1 The motion passed.

MOTION: Mr. Niedringhaus moved that Item 6, Jefferson Branch Stream Valley, and Item 7, Nichols Run Stream Valley be accepted changing the trail from stream valley to Natural Surface/Stone Dust. Ms. Flowers seconded the motion. The vote was:

Yes - 4 No - 7 Abstentions - 3 The motion failed.

MOTION: - Mr. Niedringhaus moved that Item 8, Loran Road, be accepted to add stone Dust/Natural Surface trail. Ms. Leser seconded the motion. The motion passed unanimously with one abstention.

MOTION: Mr. Wright moved that the committee let the prior decision on Item 11 Beulah Road stand. Mr. Johnson seconded the motion. The vote was:

Yes - 10 No - 2 Abstentions - 2

MOTION: Mr. Niedringhaus moved that Item 25A Springvale Road be accepted to add Natural Surface/Stonedust trail. Mr. Wright seconded the motion. The motion passed unanimously with two abstentions.

MOTION: Mr. Brugman moved that Items 28 Leigh Mill Road and 29 Towlston Road remain as previously decided. Mr. Johnson seconded the motion. The vote was:

Yes - 11 No - 1 Abstentions - 2

MOTION: Mr. Wright moved that Item 30 Hunter Mill as proposed by Penny Henon be rejected and that Item 30A proposed by Frank De La Fe be accepted to change the trail along Hunter Mill to minor paved with Natural Surface/Stonedust. Ms. Tomaszewski seconded the motion. The vote passed unanimously with two abstentions.

Discussion on the Dranesville On Road Bike Lanes was deferred.

Hunter Mill District Trails:

MOTION: Mr. Wright moved that Item 2 Sunset Hills be changed to minor paved. Ms. Leser seconded the motion. The motion passed unanimously with two abstentions.

MOTION: Mr. Wright moved that the committee's prior decision on Item 4 Garrett Street stand. Ms. Tomaszewski seconded the motion. The motion passed unanimously with two abstentions.

MOTION: Mr. Wright moved that Item 5 Beulah Road be changed to minor paved with Natural Surface/Stonedust. Mr. Johnson seconded the motion. The motion passed unanimously with one abstention.

MOTION: Mr. Wright moved that Item 6 Beulah Road be changed to add minor paved on the east. Mr. Niedringhaus seconded the motion. The motion passed unanimously with one abstention.

MOTION: Mr. Wright moved that the committee's prior decision on Item 8 Clark's Crossing stand. Mr. Johnson seconded the motion. The motion passed unanimously with one abstention.

The remainder of the Hunter Mill items was deferred until later in the meeting.

Dranesville District On Road Bike Routes

Mr. Brodtman withdrew his proposal, Item 8 Grove Road.

Mount Vernon District Trails

MOTION: Mr. Brugman moved that the prior decision of the committee on Item 16A Potomac River stand. Mr. Shannon seconded the motion. The vote was:

Yes - 9 No - 3 Abstentions - 2 The motion passed.

MOTION: Mr. Brugman moved that the prior decision of the committee on Item 13 A Old Mill Road, B Meers Road, and C Woodlawn Road in the Countywide Regional Trail Systems and Item 23 Old Mill Road in Mount Vernon District Trails stand. Mr. Shannon seconded the motion. The vote was unanimous with three abstentions.

MOTION: Mr. Brugman moved that Item 26 be accepted to add Natural Surface/Stonedust to Lorton Road. Mr. Shannon seconded the motion. The motion passed unanimously with one abstention.

MOTION: Mr. Brugman moved that the prior decision of the committee on Item 15A Route 1 in the Countywide Regional Trail Systems stand so that this segment of trail is not deleted. Mr. Johnson seconded the motion. The motion passed unanimously.

MOTION: Mr. Brugman moved that the prior decision of the committee stand on Item 27 Pohick Creek in Mount Vernon District Trails. Mr. Johnson seconded the motion. The vote was:

Yes - 9 No - 1 Abstentions - 4 The motion passed.

Ms Rudacile left the meeting at this point.

MOTION: Mr. Brugman moved that the prior decision of the committee stand on Item 28 Gunston Road. Mr. Shannon seconded the motion. The vote was:

Yes - 5 No - 5 Abstentions - 3 The motion failed, however no new motion was made and the prior decision still stands.

MOTION: Mr. Brugman moved that the prior decision of the committee stand on Item 29 Ox Road. Mr. Johnson seconded the motion. The motion passed unanimously.

MOTION: Mr. Brugman moved that the prior decision of the committee stand on Item 30 Old Colchester Road. Mr. Johnson seconded the motion. The motion passed unanimously.

MOTION: Mr. Brugman moved that the prior decisions of the committee stand on Item 31 Mount Vernon Memorial Highway, Item 32 Fort Hunt Road, Item 33 Belle View Road, Item 34 Beacon Hill Road, and Item 35 Sherwood Hall Lane. Mr. Johnson seconded the motion. The motion passed unanimously.

MOTION: Mr. Brugman moved that Item 36 Paul Spring Parkway, Item 37 Yorktown Drive, Item 38 Baltimore Road, and Item 39 Wellington Road be changed to minor paved. Ms. Tomaszewski seconded the motion. The vote was:

Yes - 12 No - 1 Abstentions: 0 The motion passed.

Mr. Brugman noted that Item 24 Old Mill Road was approved in December to extend the trail into Lee District. That decision was not revisited. The table and map need to be corrected.

Providence District Trails

MOTION: Mr. Emerson moved that Item 3A Lee Highway be changed to add minor paved trail on the south. Mr. Shannon seconded the motion. The motion passed unanimously with one abstention.

MOTION: Mr. Emerson moved that the prior decision of the committee stand on Item 6 Difficult Run Stream Valley. Ms. Tomaszewski seconded the motion. The vote was:

Yes - 11 No - 1 Abstention - 1 The motion passed.

The committee noted that Item 9 Hunter Mill is redundant.

Mr. Emerson left the meeting at this time.

Sully District Trails

MOTION: Ms. Leser moved that the prior decision of the committee stand on Item 1 Compton Road. Mr. Brugman seconded the motion. The motion passed unanimously with two abstentions.

MOTION: Ms. Leser moved that the prior decision of the committee stand on Item 3 Colonial/Washington Gas Line Easement. Ms. Tomaszewski seconded the motion. The motion passed unanimously with one abstention.

The Little Rocky Run Stream Valley was deferred until the Springfield District Trails are reviewed.

MOTION: Ms. Leser moved that the prior decision of the committee stand on Item 10 Walney Road. Mr. Johnson seconded the motion. The motion passed unanimously with one abstention.

The committee noted that Item 11 Colonial Gas Line Easement is redundant.

MOTION: Ms. Leser moved that the prior decisions of the committee stand on Item 21 Difficult Run Stream Valley, Item 23 South Fork Run Stream Valley, and Item 25 Little Difficult Run Stream Valley. Mr. Brugman seconded the motion. The motion passed unanimously.

MOTION: Ms. Leser moved that the prior decisions of the committee stand on Item 26 Lawyers Road. Mr. Wright seconded the motion. The motion passed unanimously.

MOTION: Mr. Wright moved that the committee reject the proposal of Item 27 Stuart Mill Road and let the prior decision of the committee stand on Items 17 and 18 (Lawyers Road) in the Hunter Mill District Trails. Ms. Leser seconded the motion. The motion passed unanimously.

MOTION: Ms. Leser moved that Item 28 Braddock Road be accepted with the notation that trail is being added on the south side but not deleted on the north. Mr. Wright seconded the motion. The motion passed unanimously.

Mr. Johnson left the meeting at this time.

Springfield District Trails

MOTION: Ms. Flowers moved to accept the proposal for Item 2 Colonial/Washington Gas line easement that would change it from Major Paved to Natural Surface/Stonedust. Mr. Shannon seconded the motion. The vote was:

Yes - 4 No - 7 Abstentions - 0 The motion failed.

MOTION: Mr. Shannon moved that Item 5 Castle Creek Stream Valley, Item 7 Pope Head Creek Stream Valley, Item 9 Piney Branch Stream Valley, and Items10 and 10A Johnny Moore Creek be accepted to delete all of these trails from the proposed trail plan. Ms. Flowers seconded the motion. The vote was:

Yes - 2 No - 8 Abstention - 1 The motion failed.

MOTION: Mr. Brodtman moved that Item 15 Clifton Road, Item 16 Henderson Road, Item 16B Maple Branch Rd, Item 17 Old Yates Ford Road, Item 18 Hampton Road and Item 19 Yates Ford Road be accepted to add On Road Bike Routes. Mr. Bryant seconded the motion. The vote was:

Yes - 9 No - 1 Abstention - 1 The motion passed.

MOTION: Mr. Shannon moved that Items 16A Maple Branch Road and 16C Henderson Road be accepted to delete these two trails. Ms. Flowers seconded the motion. The vote was:

Yes - 3 No - 8 Abstentions - 0 The motion failed.

MOTION: Mr. Shannon moved that Item 22 Clifton Road be accepted to delete this trail. Ms. Flowers seconded the motion. The vote was:

Yes - 2 No - 8 Abstention - 1 The motion failed.

MOTION: Mr. Shannon moved that Item 35 Compton Road be accepted to delete the trail. Ms. Flowers seconded the motion. The vote was:

Yes - 2 No - 9 Abstentions - 0 The motion failed.

MOTION: Ms. Flowers moved that Items 16B Maple Branch Road and 16D Henderson Road be accepted to change the surface to Natural surface/Stonedust. Mr. Shannon seconded the motion. The motion passed unanimously.

MOTION: Mr. Shannon moved that Item 18A Hampton Road, Item 20 Fairfax Station Road, Item 21 Newman Road, Item 23 Crestridge Road, Item 24 September Road, Item 25 VA Power/Washington Gas Line Easement, Item 26 Washington Gas Line Easement Item 27 Wolf Run Shoals, Item 28 Yates Ford Road, Item 29 Chapel Road, Item 30 Clifton Creek Drive, Item 31 Plantation Gas Line Easement, Item 32 Colchester Road, Item 33 Plantation Gas Line Easement, and Item 34 Compton Road be accepted to delete all of the trails. Ms. Flowers seconded the motion. The vote was:

Yes - 2 No - 8 Abstentions - 1

The committee returned to the Little Rocky Run Stream Valley trail, which involves both Sully and Springfield Districts. Mr. Shannon noted that the position of the Springfield District was that no trail should go on the east side of the stream.

MOTION: Ms. Leser moved that Item 1 Little Rocky Run Stream Valley be changed in accordance with the proposal listed as Debbie Leser on the table. The trail would be Major Paved and would moved from the east side of the stream valley to the west side at Green Trails Court. The major paved trail would stop at the Columbia Gas Line easement. Mr. Brugman seconded the motion. The vote was:

Yes - 4 No - 2 Abstentions - 5

Mr. Shannon left the meeting at this time.

Hunter Mill District Trails

MOTION: Mr. Wright moved that the prior decision of the committee on Item 16 Angelica Branch stand. Mr. Brugman seconded the motion. The motion passed unanimously.

MOTION: Mr. Wright moved that the prior decision of the committee on Item Trot Lane stand. Ms. Leser seconded the motion. The motion passed unanimously with one abstention.

Ms. Bennett asked all members to attend the Planning Commission meeting at 8:15 on February 20 and the Board of Supervisors Meeting at 4 on March 4. The meeting was adjourned at 11:03.
